REPORT ON THE IMPLIMENTATION OF THE TRAINING FOR ALL INITIATIVES IN MEGHALAYA BY THE MEGHALAYA ADMINISTRATIVE TRAINING INSTITUTE, SHILLONG, MEGHALAYA  The Meghalaya Administrative Training Institute, Shillong as State Nodal agency for implementing the Intensive Training Programme - “Training For All” has been implementing the programme in all the district of the State  The sector chosen is School Education. For a better impact and total coverage of the project it was decided that the Scheme through the saturation training be implemented in the whole district including all the Sub-Divisions and C&RD Blocks of the Districts.

FLOW OF EVENTS  Discussion of the Project with the Members of the Advisory Committee and Core Committee.  Meetings with the Deputy Commissioners of the Districts.  Appointment of District Nodal Officers, Sub-Divisional Level Officers, and Block Level Officers.  Training of master trainers of the district- East Khasi Hills- Sept. 2009, May 2010 and Aug.2011 Jaintia Hills - Nov. 2009, and July 2011 Ri-Bhoi District – Sept. 2009, June 2010, and Aug East Garo Hills - June 2010 South Garo Hills –August  List of Stakeholders made available with MATI and the Nodal officer of the Districts.

Contd…  Pilot Run of the Training Modules- East Khasi Hills Jaintia Hills Ri-Bhoi District East Garo Hills South Garo Hills  Commencement of the Field Training  Review Meetings – Review meetings of Master Trainers and trainees is held on the last working day of every month. Primary and secondary Impact assessment made during such review meetings.

TRAINING PROCESS  The training programme is designed as a two days Non-Residential training programme and is scheduled every week simultaneously in the District level, Sub- divisional level and Block level as per the schedule prepared by MATI. Training modules, PowerPoint presentation, flip charts, models, etc are used in the training. The training is more participatory in nature, is conducted in the local languages, and role play and skit are also used by some master trainers. Training Assessment formats are used in every training programme, and impact assessment done monthly.  Approximate cost per person per training is Rs. 400/-

IMPACT ASSESSMENT  Punctuality and regularity of principals, teachers and students in schools.  Better retention of students in schools, reduction in drop outs, ability to bring back dropout children to schools and Anganwadi centres  Better Class-rooms  Attitudinal/ Behavioural Change of teachers, and other stake holders which has felicitated Improved learning environment in the class rooms, in the Anganwadi Centres and in the community.  Improved communication skills and approaches of the various grass root functionaries which has led to a breakthrough and acceptance by the community people

Contd..  Participative decision – making in the affairs of the school involving SMCs, PTAs, Nokmas/ Rangbahshnongs (Traditional heads)  Use of Teacher Learning Materials(TLM) and proper utilization of funds provided for TLM, better quality of TLM  Radically improved and innovative teaching methodology  Participative approach towards teaching  Learning based system inducing students to learn by activity  Community participation in checking functionality of schools, quality of Mid Day Meals- distribution and helped in cooking, and distribution of free text books, cleaning drives of school compounds and surroundings, problem solving.

Contd..  Pro- active role played by Teachers after the training - as leaders  Maintenance of sanitation and hygiene in schools, better toilets, cleaner classrooms  Improvement in service delivery of the cutting edge government functionaries and people’s satisfaction in the services provided  Convergence of services/ schemes/programmes of all line departments with the Project in improving living environment, sanitation and hygiene, provision of basic amenities, by way of better acceptance to TSC, NRHM, MGNREGA  Proper toilets and safe drinking water in schools, Anganwadi centres, health centres.  Maintenance of drainage facilities 
