EASTERN PACIFIC CONSORTIUM FOR RESEARCH ON GLOBAL CHANGE IN COASTAL AND OCEANIC REGIONS IAI-CRN 062 EPCOR INTERAMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH COLLABORATIVE RESEARCH NETWORK--PHASE I

BACKGROUND SHARED NATIONAL INTERESTS RELEVANT FOR EPCOR 1. Develop/enhance scientific basis for long-term sustainability of marine resources 2. Mitigate the multitude of impacts on the health of the coastal ocean resulting from growing human populations interacting with changing climate. EPCOR IS AIMED AT DEVELOPING THE SCIENTIFIC COLLABORATION NEEDED FOR “SUSTAINABLE ECOSYSTEM–RESOURCE MANAGEMENT” TO CONFRONT UNCERTAINTY OF NATURAL VARIABILITY AND HUMAN- INDUCED CHANGES IN THE CLIMATE SYSTEM AND THE DISRUPTION OF NATURAL ECOSYSTEM STRUCTURE AND FUNCTIONING BY DIRECT INTERVENTION FROM HARVESTING This translates to: 1) Understanding interaction of human harvesting with natural variability in the climate system and its ecological response -- and how this information can be incorporated into real management systems, 2) Providing an adequate response to the unique transboundary problem of shared resource management, adapting management scenarios to proper scales of ecological space and time.

PROGRESS REPORT ON ACTIVITIES OF THE EPCOR RESEARCH NETWORK NOVEMBER 1, 2001, THROUGH DECEMBER 31, EXECUTIVE SUMMARY 2. ORGANIZATION, ADMINISTRATION AND PARTICIPATION IN EPCOR ACTIVITIES 3. PARTNERSHIPS WITH OTHER INSTITUTIONS / AGENCIES 4. LINKS TO OTHER NATIONAL AND INTERNATIONAL SCIENTIFIC ORGANIZATIONS 5. SUMMARY OF ACTIVITIES AND FINDINGS OF THE CONSORTIUM 5.1. NETWORKING Scientific Workshops and Meetings Organized, Funded by EPCOR Individual Science Exchanges Support to Attend Other Meetings / Conferences Information and Data Exchange 5.2. DEVELOPMENT AND COORDINATION OF OCEAN AND COASTAL RESEARCH IN THE EASTERN PACIFIC Retrospective-comparative Studies to Develop Knowledge Framework Modeling-diagnostics at Basin- and Regional Scales Developing, Maintaining and Comparisons of Regional Ocean Surveys Developing and Coordinating Coastal Monitoring Networks Developing/coordinating Regional Satellite Studies and Monitoring Synthesis and Review 5.3 DEVELOPMENT OF SCIENCE APPLICATIONS / HUMAN DIMENSIONS INITIATIVES 5.4. EDUCATION AND TRAINING Graduate Students Supported by EPCOR Special Training Course 6.SCIENTIFIC PUBLICATIONS AND OTHER PRODUCTS 6.1 JOURNAL PUBLICATIONS 6.2 BOOK CHAPTER 6.3 REPORTS, SPECIAL PUBLICATIONS 6.4 THESES COMPLETED AND IN PROGRESS 6.5 CREATION OF- OR CONTRIBUTION TO- WEB SITES 6.6 PROPOSAL DEVELOPMENT

DEVELOPING SCIENTIFIC APPLICATIONS AND EXPANSION INTO HUMAN DIMENSIONS 1. The integration of natural science with societal needs was designed into structure of the EPCOR CRN from the beginning; HD activities will be major priority in final two years of funding, with coordination and collaboration among EPCOR, GLOBEC, GECAFS and national programs. 2. Developing information, understanding of resource management goals and mechanisms from member nations: identifying changes in management regimes across political boundaries (e.g. Fisheries Roundtable at El Niño & Climate Variability Symposium, Vina del Mar, Chile, 2002). 3. Developing tools for coordination of management, industry and scientific activities across national boundaries (e.g. development of Trinational Sardine Forum: Hunter and Baumgartner, 2000, 2001, 2002…). 4. Beginning development of Climate-Ocean-Fisheries EXPERIMENTAL Forecasts in conjunction with NOAA supported programs (= diagnostics work in NE Pacific with OPYC model by Auad and Miller, with Baumgartner).
