13 WHAT IS THE SOCIAL PROTECTION FLOOR INITIATIVE? THE SOCIAL PROTECTION FLOOR INITITIATIVE The SPF Initiative aims at ensuring access to essential services and social transfers for the poor and vulnerable. It includes: − A basic set of essential social transfers, in cash and in kind, to provide a minimum income and livelihood security for poor and vulnerable populations and to facilitate access to essential services, such as health care − Geographical and financial access to essential services, such as health, water and sanitation, education, social work

14 WHAT ARE THE KEY PRINCIPLES OF THE SOCIAL PROTECTION FLOOR INITIATIVE? Social protection for all (instead of “for more”), starting with the poor and vulnerable Social protection needs are huge and resources limited Social protection measures are interrelated (e.g., water and sanitation, health) SPF is a concept with documented experience UNIVERSALITY CHOICES BASED ON COST- EFFECTIVENESS COORDINATION AT COUNTRY AND GLOBAL LEVELS KNOWLEDGE MANAGEMENT AND TECHNICAL SUPPORT KEY PRINCIPLES

15 WHO PARTICIPATES IN THE SOCIAL PROTECTION FLOOR INITIATIVE? Country level: Joint-SPF task force (Government, social partners, social security institutions, Un agencies, NGOs, donors, academia, etc) Global level: Coordination of UN agencies (ILO, WHO, UNICEF, UNESCO, UNDESA, UNAIDS), donors, international NGOs, governments and other social partners which set up a Global Technical Advisory Network JOINT SPF TASK FORCE GLOBAL TECHNICAL ADVISORY NETWORK Support

16 IMPLEMENTING THE SPF INITIATIVE: ACTIONS OF THE JOINT SPF TASK FORCE  Country differences: scope and level of social protection coverage, effective coordination among actors, fiscal space, political willingness, technical and financial support needs.  Nonetheless, the following implementation process can be applied to all countries. CONTINUOUS ACTIONS Building a national consensus on a SPF Rapid Assessment Implementation Scaling up Resource mobilization, documentation of the process, monitoring and evaluation, coordination of all actors involved JOINT SPF TASK FORCE

17 IMPLEMENTING THE SPF INITIATIVE: ACTIONS OF THE GLOBAL TECHNICAL ADVISORY GROUP GLOBAL TECHNICAL ADVISORY NETWORK FIVE DIMENSIONS: − Advocacy: dialogue with governments, organization of events, publication on the SPF progress, promotion of country examples; − Knowledge management: Interactive Internet Platform to track the SPF progress, share experience, do a mapping and display a compendium of existing tools and methods; − Technical support & resource mobilization: a network of experts, production of methodologies and tools to design, cost, implement, scale up the SPF; − Monitoring & evaluation (country & global levels): database of indicators, annual reports; − Coordination of the initiative at the global level.
