Operations (envisioned):  Partner: Has time share on STELLA.  Partner Representative: Contact person, one per organization.  Principal Operator: Responsible for scientific operation.  Operator-in-charge: for all-year surveillance.  Program PI: PI of individual science program.

Normal Targets  PPI responsible for correct target format (XML based).  PR monitors granted time share, supplies target to PO.  PO puts target in STELLA database.  OiC monitors behaviour of new target.  Time share evaluated per season.

Quality control  OiC monitors status on nightly basis.  OiC might disable malevolent targets.  OiC informs PR at overboarding telescope load, initiates re-validation.  Science data quality within responsibility of PS.
