Hoover Fails Hoover felt that the recovery should be handled on the local level. He continued to make optimistic statements about the economy despite things continuing to get worse.

Hoover believed in indirect aid to banks or local public works efforts. He worked to raise money to help recovery efforts. He gave money to businesses to try and create jobs, indirectly helping the people.

Most Americans thought the government should provide more direct aid in the form of giving out money and food to the needy instead of funding businesses.

Hoover helped get the Boulder Dam project approved in 1922 before becoming president. The dam was built during the Great Depression and was later renamed the Hoover Dam in his honor.
