CUSTOMS UNION Chapter 29: M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 29: Customs union International conventions Montenegro is a signatory of a number of international conventions such as: UN Conventions Customs convention on the international transport of goods under cover of TIR Carnets ( 2006) International Convention on the harmonization of Frontier Controls of goods (2006) WCO Conventions Convention establishing Customs Cooperation Council (2006) Convention on the harmonized Commodity Description and Coding System (2007) International Convention on simplification and harmonization of Customs procedures ( as amended)-Revised Kyoto Convention ( 2008 ) General Annex Convention on temporary Admission-Istanbul (2008) All 13 Annex accepted

CUSTOMS UNION Chapter 29: M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 29: Customs union International customs cooperation Cooperation agreements Legal base Customs Law (Official Gazette of the Republic of Montenegro 07/02, 38/02, 72/02, 21/03, 29/05, 66/06 and Official Gazette of Montenegro 21/08); Article 14 of the Customs Law stipulates that, in the performance of customs supervision and control and when necessary to reduce risks, the customs authority may exchange information related to import, export, transit, transfer and end use of goods moving between the customs territory of Montenegro and other territories, as well as in regard to the presence of foreign goods, with international institutions and authorities of other countries.

CUSTOMS UNION Chapter 29: M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 29: Customs union International customs cooperation Cooperation agreements By unilateral decision on succession Montenegro has overtaken all agreements which were signed by the Government of former SFRY or SRY with the Governments of: Italy, Poland, France, Austria, Germany, Greece, China, USA, Russian Federation, Bulgaria, Czech Republic, Romania, Hungary, Slovakia, Bosnia and Herzegovina, FYROM and Turkey.

CUSTOMS UNION Chapter 29: M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 29: Customs union International customs cooperation Cooperation Agreements Also, the Government of Montenegro has signed new agreements with Governments of third countries: Croatia(2005), Albania(2005), Iran (2005), Slovenia(2007), Moldova(2008), Ukraine(2009), Kosovo(2010), Serbia(2010) and Macedonia (2013) In procedure are new agreements with Turkey, Belarus and Azerbaijan.

Memorandum of Understanding on exchange of information with Italian Customs Agency (2012)

CUSTOMS UNION Chapter 29: M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 29: Customs union Future activities Upon accession to the EU, Montenegro will apply all EU Customs Protocols/Agreements in force Montenegro will prepare to apply Council Regulation no 515/97 on mutual assistance between the Member States and cooperation between the latter and the Commission to ensure the correct application of the law on customs and agricultural matters
