 Our slice of the health ‘pie’ is supportive environments for physical activity  Well-planned neighbourhoods can increase the number of people who have a genuine convenient choice to walk or cycle to schools, shops, parks, services, facilities and public transport.  Responsibility for the design and creation of the built environment lie not only with health but also with urban planners, transport planners, local government, open space planners, developers, landscapers designers and others suits with sneakers are fashionable

SA Active Living Coalition  Our role: –A collaborative forum for the planning and coordination of active living in South Australia –The provision of advice and strategic direction in relation to active living  The Coalition is currently progressing two projects: – An analysis of the South Australian Planning System to identify the issues and opportunities that impact on the adoption of active living in this state –Pilot project - Northgate stage 3 Joint Venture (LMC and Canberra Investment Corporation) to integrate “active living principles” into a new residential development

Northgate Stage 3: Precinct 1  8 kilometres north of CBD, views to the city centre and Adelaide Hills  37 hectares with 8 hectares for senior living, to house approximately 2200 people  diversity of housing options for changing demographics and lifestyles.  detached and semi detached homes, mews housing, attached terraces and apartments including affordable housing.

Why are the Coalition involved? The Joint Venture committed to a range of community building initiatives including: –Using the Heart Foundation's Healthy by Design guidelines to foster a healthy and safe community –People and Placemaking Creating active open spaces including bike and walking paths Providing community focal points and a community garden Designing socially responsive and equitable housing opportunities to meet diverse socio-economic and senior needs

Initial Coalition involvement SKM review considered the –Landscape Masterplan –Urban Design Master Plan –Sustainability Management System –Community Plan  Some requirements of HBD are pre-design, design, post-design, on-going maintenance  Suitability of road network, general provision of parks and facilities could be evaluated

Continuing work of the Coalition  Provide feedback to the JV on technical/landscape drawings  Identify planning issues outside the site that impact on active living opportunities for surrounding residents. Identifying opportunity for remedial action wherever appropriate  Identify opportunities for active living research at Northgate  Document the process involved in the Northgate Active Living project and develop as a case-study for further use by LMC

 Are cyclists/gophers to be directed to narrow path and through to median island?  Is the median path narrow for cyclists/gophers?  What does the median path link up to?  Bike parking at the mixed use area?  Does it fit with Council plans and guidelines?

Identifying opportunities  Vital questions: who plans, who designs, who pays, and who maintains?  Does it benefit as existing residents?  Does it tie in with regional planning for the Inner North?

What we’ve learnt  Timing of feedback –benefit of working with the project team in early stages of masterplanning so land uses and layouts are appropriate –in detailed design so physical elements are delivered.  Working with Council –Potential conflict points between active living policy vs Council requirements and budgets –Opening dialogue with the local Council Urban projects or co-ordinating group Get familiar with local plans and strategies

What we’ve learnt  Active living infrastructure –Costs of open spaces, bike paths etc –Lack one-size-fits-all approach to creating a successful environment blending cars/pedestrians/cyclists  Access to expertise from developers/service providers informing government policy Getting affordable housing up and running Running of community facilities Aged care housing

Outcomes – or how has a having a Coalition changed anything?  Who does what - contacts for government departments for both other departments, developer and Council. Better co- ordination across SA Govt  Keeping an active living focus as part of the detailed design process for Northgate Stage 3: Precinct 1 – feeding into greater area planning  Inclusion of health into LMC Sustainability and Innovations Strategy – open space and walking/cycling.  Identified evidence/research gaps eg open space in medium and higher density developments – commissioning of research

Into the future…  Working with stakeholders outside the site - retrofitting cycle, gopher and pedestrian infrastructure – shopping centre, schools etc  Taking results of research and incorporating them into –Government/Council/PIA/Heart Foundation policies –New KPI’s for developments  Working as early as possible in the creative process structure and regional planning – supported by Planning Review recommendations
