3  Vietnam is in the process toward industrialization and modernization of the country, the country has a young population and mostly cheap labor as well as abundant natural resources. After three years of Vietnam's accession to WTO, there are many changes, foreign investment increased each year. The increasing number of enterprises, managers made no less difficult to inspect and supervise the enterprises in implementing the policies of the state, especially the labor sector wages. Background Justification

3 From 01/01/2010 till now the country is going on strike approximately 128 strikes occurred: The statistic of strike till to date are as below (Industry Level): Textile: 48 strikes, for 37.5%, Leather: 19 strikes, for 14.84%, Electronic: 14 strikes, for 10.94%, Woodworking: 11 strikes, for 8.59%, Other industries: 36 strikes, for 28.13%.

3  Most strikes come from labor disputes on wages.  Capacity of union officials in enterprises still limited: The negotiation and conclusion of collective bargaining also heavy on the form, mainly copying laws, less content than for employee benefits. Understanding the feelings and wishes of the employee to reflect the enterprise not timely or does not reflect fully the aspirations of the actual workers.  The training staff union facilities in the system did not meet the union, in accordance with reality.  The trade union officials or the secretariat must know what is trade union and the activities of a trade union. Background Justification

Target group 3  Training of young trade union leaders at district level.  Staff training for union business daily.  Approximately : 150 trade union leader.

Objectives 3  To develop and consolidate its own industrial relations process and system,  which can accommodate increasingly divergent interests of workers and employers in a orderly and equitable manner through modern practices of collective bargaining and social dialogue, supported by modern labour legislation and institutions.  All the problems related to rights and interests of workers will be settle in the workplace by collective bargaining and negotiation.  To increase the knowledge of the official in about trade unionism and the activities as a trade union leaders  To increase awareness, knowledge, skills and international labour standard

Cont” 3  At the end of the project, trade unionists know the labour legislations and ILO core - labour standards.  The young trade union leaders will have the information content in mediation and negotiation process, which were stipulated in Labour code and ILO core - labour standards.  The trade unionists will be aware and equipped from sequences of negotiation process and negotiation skills.  The labour disputes will be settled within the workplace by collective bargaining.
