Limited Government is the central idea of the Constitution. The Constitution limits government by creating a system of Checks and Balances through the Separation of powers. But this is misleading – it is the institutions and personnel which are separate not the powers. It is best thought of as shared powers Essentials of the Constitution Next

The Constitution also limits government by diffusing the authority of the national government and reserving rights to the states

To allay fears about strong government and majority control the Framers of the constitution designed a government based on the conflict model. But the mutual involvement of the co-ordinate branches raises the dangerous possibility of co operation instead of conflict – this would undermine the balance of powers the framers thought necessary to preserve limited government Therefore they devised a system in which each branch is motivated to resist encroachments on its power from the other branches. They did this by having different electorates choose members of each branch EndBack
