GSA IT Strategic Plan 2009 – 2011 August 2007 US General Services Administration 1

Purpose of the IT Strategic Plan  The GSA IT Strategic Plan provides a vehicle for GSA’s CIOs to agree upon long term goals, objectives and strategic focus areas that are consistent with the GSA Strategic Plan and Service and Staff Office plans.  The GSA IT Strategic Plan drives enterprise architecture projects and guides IT investments.  The GSA IT Strategic Plan communicates IT response to business needs.

GSA IT Strategic Plan Development Process  Leveraged GSA’s Performance Management Process to develop a GSA-wide Information Technology Strategic Assessment that identified objectives, goals, and initiatives and performed strengths, weaknesses, obstacles, and threat (SWOT) analyses.  Based on the GSA IT Strategic Assessment, six focus areas were identified, which constitute the IT Strategic Plan for 2009 –  The IT Strategic Assessment and IT Strategic Plan will be updated annually.

GSA IT Goals and Objectives  The GSA IT goals and objectives from the March 2007 GSA IT Strategic Assessment are listed on the following pages.

ä Goal 1. Standardize Processes. Increase standard business processes within GSA to enhance service delivery & maximize value to our customer  Objective 1A. GSA IT Strategic Focus Areas  The six Strategic Focus Areas and their associated Critical Success Factors and Barriers are presented in the following pages.

GSA IT Strategic Focus Area 6. Maintain Secure and Reliable Infrastructure Critical success factors  Meet or exceed internal customer Service Level Agreements  Reliable data base patch implementation  Standard equipment, software and processes such as ITIL  Effective Continuity of Operations Plan Barriers  Lack of funding  Complex and changing security requirements  Too many servers and applications  Inconsistent processes and procedures Supported IT Strategic Plan Goals  Goal 7: Reliable and secure infrastructure

Implementation Strategy  The GSA CIO will sponsor workgroups for each of the six focus areas and will monitor progress  The GSA CIO, PBS, FAS, CAO, and OCFO will nominate representatives to serve on each workgroup  Each workgroup will self-nominate a chairperson and establish detailed plans and performance metrics.
