ALCAN INC 2002 New and complex issues related to standards development are emerging, but they are substantially outside of ISO’s traditional field of work. Evolving ISO Issues Agenda As a result - the interest groups tend to be outside of ISO’s traditional community of interested parties 3 This is leading to growing pressures for revamped standardization development processes

ALCAN INC 2002 What does this mean for ISO? Need to include groups affected by the standard in its development. Increased focus on effectiveness of procedures and structures Need for increased transparency Need for greater participatory decision-making Evolving concept of accountability A growing view that ISO Directives are baselines for the standardization process - not a ceiling 4

ALCAN INC 2002 Engaging Multi-stakeholders 5 Multi-stakeholder engagement is not static - it is an evolving process But who are the multi-stakeholders...? It is not only those at the table, but all the sub-groups they represent - this will impact on how issues need to be discussed and dealt with

ALCAN INC 2002 Multi-stakeholder Dialogue 6 Recognition that it is an ongoing dialogue - if you engage you cannot dis-engage- To engage multi-stakeholders in the ISO process successfully - concerted time and effort will need to be applied! And if you engage in a dialogue - you have to master the requirements! Engaging NGOs predisposed to anti-economic growth stances will be part of the challenge in developing this mastery

ALCAN INC 2002 TC207 Working Group 5 Need to partner with critical stakeholders for credibility (Ecologia, World Resources Institute, WBCSD) Need to be consistent with international requirements under the UNFCCC 7 ISO Working Group on Climate Change Need to engage multi-stakeholders/NGOs at all ISO levels Need to engage with the international climate change community Partnering developed and developing countries

ALCAN INC 2002 ISO Advisory Group on Social Responsibility 8 Social Responsibility represents an issue that: - is evolving and not fully fleshed out - is fraught with divergent views - includes interests by a wide range of stakeholders Business, NGOs, governments, and institutional bodies continue to grapple with this complex issue The ISO Advisory Group pulls together this diverse group in a cooperative goal-oriented manner

ALCAN INC 2002 Important Lessons Learnt Consensus doesn’t have to be mean unanimity 9 Need to tailor participants strategically - eg. if discussing Social Responsibility then social activists need to be included Majority opinion - with no sustained opposition can succeed as long as stakeholders remain at the table

ALCAN INC 2002 Important Lessons Learnt Need for credible groups - who are pioneers opening new vistas 10 Transparency - everything has to be published. If you don’t - somebody else will! Perception of the process is becoming as important as its reality
