E-Learning Project Objective To enable BBTA and BIBM to deliver reliable and responsive E-Learning facilities their target audience by exploiting the internet based technologies.

Points to Consider Impact and management of changes Effective project management Phased implementation Timescale consideration

Implementation Approach A phased approach would be most suitable for implementation and technical deployment of E- Learning environments by BBTA and BIBM. This would allow for better cost and resource management and more efficient evaluation. Start with a pilot implementation

Risks There is no firm commitment from senior management from either BBTA or BIBM to implement E-Learning. Currently there is no allocated budget for the E-Learning project. There is no in-house expertise on development and delivery of E-Learning. Delay in implementation of E-Learning may initiate external competitors to provide similar courses with more favourable terms and conditions to existing customer.

Pilot Project Setup Develop project proposal for pilot implementation and obtain approval from senior management for the project. A senior manager who is keen on E-Learning must be nominated as the project sponsor who will champion the project all the way. Allocate initial budget to start the E-Learning project. A project with three concurrent components to be set up to speed up implementation: Audio-Visual Virtual Room Meeting Learning Management System Learning Content Management System

Recommendation for VLE External infrastructure, Internal Expertise Initial cost of implementation is minimal Technical members of staff have been keen and shown willingness to keep development and administration in- house After the initial pilot testing BBTA and BIBM can make a decision on the most suitable set up for their VLE on long term having spent minimal amount.

VLE Technical Environment Learning Management System : Wintel Server + Linux OS Apache + MySQL + PHP Open Source LMS App. Content Management: Instructional Design Application

Critical success factors Management Support : Senior manager to provide support and resources for implementation and during operation. Leadership : Leaders are enabled and capable to make decisions regarding resourcing, trainee issues, and administration. Relationship Management : Development and implementation of processes to ensure high credibility with clients and government agencies is maintained.

Critical success factors ( contd. ) Professional Development : Consistent professional development of staff. Technical Infrastructure : Ensure infrastructure is reliable and fault tolerant to provide high availability with reliable backup and disaster recovery plan. Usability : Users must be able to use the systems and environment with ease. Customer Feedback : Provision of a rating system or customer satisfaction questionnaire.

Disadvantages of E-Learning I.Social impact: Both trainer and trainee may feel isolated, which will impact their efficiency. II.Not all trainings can be done through distance and electronic learning and not a good substitute for face-to-face in all cases. III.People with hearing and visual impairments may be at a disadvantage. IV.Trainer may not be able to respond and adjust to the learner’s reactions V.Difficult to motivate slow learners VI.Technology dependent, hence slow communication and/or power failure could be disruptive

CONCLUSION  E-Learning is inevitable  Start with a pilot setup  Consider sharing infrastructure & expertise
