BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE INTRODUCTION  Defence reform continuously has been lasting since Dayton Peace Agreement.  Redefining role of the Standing Committee on Millitary Matters,  First BiH Security Policy adopted in  Culmination of defence reform with establishment of DRC,  OHR’s decision on extending mandate of the DRC,

BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE DEFENSE SYSTEM BEFORE REFORMS 2003  Lack of the effective system of command and control over the Armed Forces on the level of B&H.  Uncoordination and inconsistency of authority in defense between state and entity level.,  Insufficient Parliamentary control over the Armed Forces.  Lack of transparency in Defense on the level of B&H.  Nonfullfilment of international obligations, priority is OSCE document on political- military aspects of security.  Discordance between the number of reserve and quantity of weapons for equipping - EXCESS OF WEAPON  Great number and bed conditions in weapon and ammunition storage sites.  High financial and material expenses in defense sector- about 4,5% of GDP  Structure and size of Armed Forces were not in accordance with goals of Defense Policy and challenges of security

BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE B&H Presidency has officially stated to NATO our willingness to enter PfP, on July 10, 2001  NATO responded and requested what B&H should fulfill to enter PfP Military requests:  To adopt B&H Security Policy,  Command and control over the Armed Forces in B&H,  To enable implementation of democratic, Parliamentary control and supervision over the Armed Forces, on the level of B&H,  Realization of full transparency of defense plans and budget,  Development of joint doctrine and standards of training and equipping of Armed Forces and needs that F B&H Army and RS Army carry out joint training and exercises

BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE SCMM General Secretary, on behalf of the B&H Presidency, has presented goals of B&H Defense Policy to Peace Implementation Council, on January 30, 2003,  To implement reforms in defense to speed up European integration process and benefit to regional stability,  To strengthen state level institutions which make command and control over the Armed Forces of B&H,  To provide comprehensive and transparent Parliamentary control over Defense Institutions on the state level,  To provide professional and affordable Armed Forces,  To reorganize Armed Forces to be able to participate PfP, integrate them to a wider Euro-Atlantic structures and include them to Peace Support Operations

BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE NATO responded and requested what B&H should fulfill to enter PfP Political requests:  To overcome inner divisions and give full support to strength state level institutions and promote cooperation, conciliation and stability within the region  To put in effect Rule of Law, and that political leadership give full support to return of displaced and exiled persons,  To fulfill (ICTY) obligations on extradition of persons accused for war crimes

BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Achieved results In April 2003 DRC has been established. Adopted was as follows:  B&H Law on Defense,  Amendments to F B&H Constitution and RS Constitution,  Amendments to Law on Defense on F BiH and Law on Defense on RS,  Amendments to Law on Council of Ministers,  Amendments on Law on Ministries and other administrative authorities,  Law on F B&H Army and Law on Military Service in RS Army,  Decision on changes and amendments of the Decision on organization and operation of B&H Defense institutions

BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Achieved results Law on Defense, adopted on December 01, 2003.:  Defines B&H Armed Forces  Defines competencies of the state and entity institutions,  Establishes command and control over the B&H Armed Forces, on the state level, operational and administrative chain of command  B&H Ministry of Defense, Joint Staff and Operational Command have been established,  Prescribes democratic Parliamentary control over the B&H Armed Forces, on the state level,  Provides transparency of defense plans and budgets,  Redefines the role of SCMM

BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Defense Reform 2005 Objectives The Commission shall examine and propose the legal and institutional measures necessary to (OHR Decision, December 2005)  Enhance State level command and control  Promote cooperation with the International Criminal Tribunal for the Former Yugoslavia,  Achieve fiscal sustainability,  Strengthen parliamentary oversight, and  Promote development of a single military force by transferring the competencies of the Entity Ministries of Defense to the level of the State of Bosnia and Herzegovina

BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Defense reform results  DRC made numerous of conceptual solutions regarding future structure, size, organization and functioning of the BiH AF,  Entity parliaments passed decision on transfer of authority in defence matters from entity to the state level,  Last week the BiH Parlament accepted the proposed Lows.

BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE PfP MEMBERSHIP ACCESSION ACTIVITIES 2004 June, Istanbul Summit, considered BiH request for the accession and concluded:  the most requirements fulfilled,  military requirements fulfilled  political requirements mainly fulfilled except full cooperation with ICTY and arresting of indicted for war crimes as “CONDITIO SINE QUA NON”.  PfP accession postponed

BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE NATO/PfP MEMBERSHIP ACCESSION ACTIVITIES  Tailored Cooperation Program activities (Parliamentarians activities, seminars, observers to NATO/PfP exercises, English language training programs …)  Cooperation with EUFOR HQ and NATO HQ in Sarajevo in order to achieve full NATO interoperability of the future BiH AF during our reforms  NAT (NATO Advisory Team) established to assist BiH MoD, Joint Staff and Operational Command - located downtown  Niche capabilities development (demining…)  Defense conversion  PSOTC as the state and a regional training centre  Active participation in Regional Security and Defence Cooperation Initiatives, such as Stability Pact, SEDM, SEEC, SEEGROUP…  Implementation of bilateral Co-operation programs in the area of defence
