CURRENT FINANCIAL CONDITION Wayne County

Wayne County Executive Warren C. Evans has developed a Recovery Plan to address Wayne County’s financial distress. Plaguing the County is a structural deficit averaging $52 million for the last four years. Without a recovery plan, the County’s accumulated deficit is projected to grow to $203 million in five years. Immediate action is required.

RESTRUCTURING & FUTURE GROWTH Wayne County

County Restructuring CONSOLIDATION OF DEPARTMENTS  The Departments of Health and Human Services, Children and Family Services and Senior and Veterans Services will be consolidated into one department: The Department of Health, Community Wellness and Senior Services.  $3 million of annual savings will come from this consolidation and improve service delivery. MANAGE COUNTY REAL ESTAE HOLDINGS  Eliminate unnecessary real estate holdings and consolidate leased County offices to County owned buildings.  Create cost controls to better manage Gratiot Jail Project.  Determine if completing the Gratiot Jail Project is the best method to address the need for a new jail. IMPROVEMENTS IN THE SHERIFF’S DEPARTMENT  The Executive’s Office and the Sheriff’s Office are working together and have engaged in discussions to help the Sheriff reduce overtime.

ECONOMIC DEVELOPMENT Wayne County

Economic Development Stabilize communities by addressing the high volume of foreclosed and abandoned properties. WCLB is seeking partnerships to eliminate blight, preserve neighborhoods, and promote economic growth across the County. Wayne County Land Bank Participate in the development of a regional transit system that offers residents an inexpensive way of traveling across the region. Regional Transit System Attract more industries of transportation, logistics, and supply chain management by promoting the region’s geographic advantages. Transportation Logisitics Establish an administrative structure that coordinates the County’s economic development tools, activities and relationships. County Economic Development Corp.

Wayne County Land Bank (WCLB) Our Mission: return tax-foreclosed, dilapidated, and abandoned properties to productive use through partnerships with local governments, community groups, and private sector developers in a manner that supports economic growth and investment. The WCLB is implementing new programs to remove blight and improve market access to tax-foreclosed properties.

Wayne County Land Bank Community Partnership Program:  Transfer forfeited and tax-foreclosed properties to eligible non-profit organizations for rehabilitation.  Eligible non-profit organizations must be in good standing and make a Development Agreement with the WCLB. Deed in Escrow Program:  Individuals apply to purchase WCLB owned property in need of repair for a nominal purchase price ($1).  Deed is signed but held in escrow until all repairs are completed to renovation standards.  Nominal purchase price is used to offset the cost of necessary repairs.
