1) Status of Pyhäsalmi Extended site investigation Marko Aittola Oulu Southern institute, university of Oulu LAGUNA-LBNO General Meeting, Cern
extended site investigations Purpose: To ensure the exact geotechnical properties To find possible weaker zones prior to the possible start of excavation. The investigations will benefit from the present design and from the earlier excavated 250 m of tunnel – half-way towards the proposed location of LAGUNA Also use the data gathered from the earlier drillings performed by Pyhäsalmi Mine
SI - description of work The preparatory site investigation includes: 1.Field works/drilling 2.Laboratory tests 3.Analysis.
SI - description of work Field work/drillings: – Extensive core drillings from the existing tunnels and from surface – Rock stress measurements in situ – Optical bore hole videoing – Water samples – Contractor was selected 8/2013 – Drillings were begun already 2012/13 (financed by the Pyhäsalmi Mine) – Altogether over 2 kilometers drilled so far – Will be completed in May 2014
SI - description of work Laboratory tests – Radiation measurements – Intact rock strength tests – Mapping of all core drilled hole samples. – Laboratory tests will start in March – Tests with report completed Analyses – The results of these investigations will be analyzed for the design of the LAGUNA caverns and tunnels – Geological analysis of rock mass, Geological / geotechnical analysis of rock fracturing, Geotechnical analysis of rock stress, Hydrological analysis of the rock mass, Parameterization of the rock mass – Rock mechanical analysis of the rock mass Based upon above conducted analyses the preliminary rock engineering models should be updated to obtain the answer of the constructability of LAGUNA-LBNO at Pyhäsalmi – Contractor selected (Rockplan) – To be completed fall 2014
Progression of the investigations Steps: First drillings (financed by the mining company) 12/2012-2/2013 Selection of the rock engineering expert March 2013 Planning the investigations/formulation the tendering documents March- May 2013 Tendering process May-July 2013 Selection of the contractor for drillings and laboratory tests – August 2013 Planning the continuation of site investigation based on existing data Tendering process and selection of analysis/planning tasks – September Selection the contractor for analysis/planning – Drillings and optical bore hole videoing completed Laboratory tests with report completed Analyses and report of the results of investigations fall 2014 Investigations are on schedule
2) PROGRESS OF LAGUNA-LBNO PREPARATIONS IN FINLAND Marko Aittola Oulu Southern institute, university of Oulu LAGUNA-LBNO General Meeting, Cern
Additional Funding from finland Funding for the site investigations: – ERDF funding € – Pyhäjärvi town ~ € – Pyhäsalmi Mine € + Additional funding € Total~ € Funding for studies on implementing a legal entity within Finland for Laguna: –To study the objectives of creating a legal entity for the setting up and the operation of an underground physics laboratory in the Pyhäsalmi mine The research for different options will be done spring 2014 Research will be funded by The Council of Oulu Region and Pyhäjärvi Town Funding sum €
Regional support in finland Support (financial) from town, Mine company and the surrounding Region Strong official support from Council of Oulu Region –Laguna (and particle physics) is included in Region’s development plan and strategic programme Also officially supported in the strategies of –Regional Council of Central Finland –Regional Council of Kainuu –Central Ostrobothnia Council Lot of support from politicians etc. –there is interest in the political parties in discussing also the Laguna project in their programs in view of the next round of elections in 2015 it is important that this discussion happens on the basis of the correct informations I will add the map of the regions here
Scientific support in finland Universities –Oulu, Jyväskylä, Helsinki –The rectors of Universities of Jyväskylä and Oulu have expressed their support to LAGUNA-LBNO They are planning to discuss with the top officers of the Ministry of Culture and Education about the matter in the near future HIP (Helsinki Institute of Physics ) –coordinates and finances the activities of Finnish universities at CERN. –Is funded directly by the Ministry and partly by the universities associated with it. –The possible participation of HIP in the prototype project is under consideration
National support in finland Situation in December 2012 – The ministries have made their judgement in Dec. 2012, where a full scale LAGUNA- LBNO experiment at Pyhäsalmi with all experiments included (LAr, LSc and MIND + Beams) having substantial (up to 50%) of the Funding by the hosting country is not considered realistic for Finland. – Finland will reconsider its position and looking forward for a more detailed programme on the scale of the project, its realisation programme, its costs and risks
National support in finland Progress and developments in 2013 –Official statement by The Minister of Education and Culture (25 th of April 2013): The Minister has officially stated in the House of Parliament that they will closely follow the progress of the project and they will take the project in to the discussion, when new aspects are brought up to be looked at. – The Ministries (Ministry of Education and Culture and the Ministry of Employment and Economy) will continue to monitor the progress of the project and will take on a fuller review if come across any new aspects in favour of this. Other progress on the national level –Visits at the Ministries 5 th April 2013: Minister of Education Jukka Gustafsson 15 th May 2013: Minister of Labour Lauri Ihalainen 1 st October 2013: Minister of Finance Jutta Urpilainen 1 st October 2013: Minister of Education Krista Kiuru
Visit of the Laguna EC-members in Finland Dates: 2nd to 6th of February 2014 Location: Helsinki, Pyhäjärvi and Oulu, Finland Present: André Rubbia, Dario Autiero, Marco Zito, Guido Nuijten & Federico Petrolo Objectives –To explore and understand the next steps to be taken in realisation of the project –Creation of a legal entity for the setting up and the operation of an underground physics laboratory in the Pyhäsalmi mine Meetings and Discussions: –Future possible Finnish Industrial Partners for D&B + PM first contacts during this visit with possible new industrial partners wide competence from many industrial partners in possible participation in the project, very positively impression by the level of competences, their working style and approach to the project a large fraction of the infrastructure construction could involve Finnish industry. –Pyhäsalmi Mine + Town of Pyhäjärvi –Discussions how to proceed with the project Project Management and steering Legal contracts with the Mine Legal Entity and funding management
