University of Zambia / University of Duisburg RESEARCH QUESTIONS & METHODOLOGY 1.Is the FSP participatory? 2.Are the FSP guidelines followed in practice? 3.Has the FSP reduced poverty in Kaoma? Methodology included:  FGDs, Interviews, literature review

University of Zambia / University of Duisburg RESEARCH FINDINGS The FSP is not participatory because of: 1)Formulaic conception of participation 2)Inequitable access to information 3)Farmers do not trust agric. officers 4)Weak local political structures

Guidelines are not followed because of: 1.Farmers are not aware of FSP guidelines 2.Agric. officers lack capacity (logistical and financial) to monitor the FSP HAS THE FSP REDUCED POVERTY? 1.No improvement in livelihoods 2.Erosion of livelihoods assets 3.Worsening rural social inequality
