Background of the study Based on the statistics of Ministry of the Interior, the accumulative total of foreign female spouse was over 390,000 by the end of 2009.

Background of the study According to the statistics of Ministry of Education (MOE), there are 129,899 newly Taiwanese children studying in the elementary and junior high schools in There are 16,726 students who are studying in junior high schools and 113,173 students who are studying in the elementary school (MOE, 2008).

Background of the study The investigation conducted in 2005 by MOE showed lower graders of Southeastern Asian parent presented higher academic achievement in language but lower in math. However, 38.6 % of teachers thought their language achievement is worse than other students.

Background of the study It also showed that newly immigrant mothers’ language proficiency had great influence on their children’s academic performance.

Statement of the problem In the subsequent years, numerous studies were conducted to explore the adjustment of newly Taiwanese children’s school life and their academic performance on Mandarin and Math. However, there are few research about the influence of their immigrant mothers’ backgrounds on English learning.

Purpose of the study To explore newly Taiwanese children’s English performance in Nantou County. To investigate the influence of their immigrant mothers’ backgrounds on English learning. To analyze the influence on students of each grade in elementary schools in Nantou County.

Research Questions How’s newly Taiwanese children’s English academic performance in elementary schools in Nantou County?

Research Questions Is the influence on each grade the same in elementary schools in Nantou County?

Literature Review Chu(2002) stated that most of the newly immigrant women marrying those who had difficulties in finding suitable spouses in Taiwan were classified into lower education level and poor financial condition.

Literature Review Wang(2005) declared the majority of the newly immigrant women were isolated, lacking parental education, language ability and living skills.

Literature Review Some of these children behaved negatively, not achieving fair academic performance because of factors related to their family. For example, their family belonged to lower socio-economic status. (Wu & Liu, 2004)

Literature Review Researchers also reported that the newly immigrant mothers could not help their children with school learning mostly because of their inefficient language skill and lower education level. (Shi,2005 ; Huang,2004 ; Tsai,2004)

Literature Review Studies asserted that the education level of newly immigrant mothers had positive influence on the newly Taiwanese children’s mandarin and academic performance. (Lin&Lai,2004; Lin,2003; Wu,2005; Wu,2005)

Literature Review Liu(2005) also affirmed newly immigrant mothers would possess certain impact on children’s academic achievement by upgrading their education level.
