Components of the Presidential Memo Complete a plan and milestones identifying and making available 500 MHz over 10 years suitable for wireless broadband. Provide funds, incentives and assistance to effectively reallocate spectrum. Plan to facilitate research, development, experimentation testing of spectrum-sharing technologies.

Plan and Milestones By October 1, 2010 Collaborate with the FCC Make available over 10 years Federal and non-Federal spectrum Suitable for fixed and mobile wireless broadband Licensed or unlicensed Exclusive or shared Take into account –No loss of critical existing and planned Federal, State, local or tribal government capabilities –International Implications –Appropriate enforcement mechanisms Use Policy and Plans Steering Group 3

Funding, Incentives and Assistance OMB working with Commerce (NTIA) and in consultation with the agencies shall incorporate in the Plan and Milestones (October 1, 2010) adequate funding, incentives and assistance to make the 500 MHz available. –Planning and research funds –Staffing for relocation –Cover costs for commercial services –Enable upgrade of equipment –Cover costs associated with sharing 4

Spectrum-Sharing Technologies Commerce, through NTIA, in consultation with NIST, NSF, DOD, DOJ, NASA and others create and implement a plan to facilitate research, development, experimentation testing of spectrum-sharing technologies –Test methods –Test locations –Funding –Applicable regulation –Basic research 5
