Introduction Where, how much? lies entirely within the Republic of South Africa between roughly Longitude of Origin 27 and 30 degrees east and latitude 28 and 31 degrees South. Cf Belgium only country in the world that lies entirely above 1,000 m (3,280 ft) and more than 80 percent of Lesotho is 1,800 m (5,905 ft) above sea level. spans 30355km 2 of land, about 58% of which is highlands and the rest is lowlands and foothills. Population estimate at 2.2 million people Map and facts Map facts Governance? Head of state is King (Constitutional Monarch), with Prime Minister (PM) elected by majority in Parliament, who in turn elects Ministers for his cabinet, and the upper house consisting of 22 Principal Chiefs (traditional Leaders) and a few other members elected by the King on the advice of the PM From codified Customary Law of Lerotholi, legal reforms eventually introduced Community Councils some viewed as bringing dual governance in land and other issues Pressing issues on land like urbanization, land grabbing, illegal occupations demanded more answers from leaders Eventually came the long awaited aid by the country from MCC and Lesotho funded project of Land Administration Reform Project (LARP) Materials and methods Materials People, land, in continual disorderly arrangement Maps – Orthophotos where available or Satellite imagery Computers and proper GIS software and plotters (powered) Methodology Legal reforms (Land Act 2010 and Land Administration Act 2010) leading to formation of LAA Sensitizing both the Parliamentarians and the public about the intended changes Implementing the changes by engaging in regularization of 55,000 parcels through help of MCC (MCA-L) and Lesotho Government by Awarding the pilot phase tender for 5000 parcels to an eligible company in order to set the working procedures for the next phases Awarding the implementation phase tender to two (2) suitably qualified companies to regularize 50,000 plots and one of these overseeing the work of the other. Three towns inclusive of the capital Maseru were selected and declared for this work Aerial photography was taken in the respective areas and the companies engaged locals to prepare them for both field and office work Results Each stage/phase was done by a different company The Regularization Quality Unit (RQU) was doing regularization and quality checking implementation stage as well. The results can be summarized in table 1 below: Table 1: target number of plots and achievement The end result is 53,610 parcels registered and delivered, 1390 short of targeted 55,00 More marginalized groups participate in land matters More people are using their leases/properties as collateral for other transactions Then, there was one (1) Continuously Operating Reference Station in Maseru, and now eight (8) in other districts. This is expected to quicken survey processes (in field and office), and lower related costs. The next step is to account for every piece of land in the country. Conclusions Lesotho is climbing up on scaling up responsible land governance though now at the beginning This was shown when the extension of regularization was undertaken after expiry of project term ( ) Presently, commercial properties in another urban area in another district are being regularized.
