Authorizes localities to ban the disposal of certain rechargeable batteries in any waste-to-energy or solid waste disposal facility within its jurisdiction, provided the locality has implemented a recycling program that is capable of handling all rechargeable batteries generated within its jurisdiction. 2009 Legislation Update Virginia Computer Recovery and Recycling Act (2008) –Requires Computer Manufacturers to develop and implement a recovery plan for their computer product(s), to post those plans on publically accessible web sites, and to notify DEQ of such postings –Requires Computer Manufacturers to fund a no-cost and convenient infrastructure for the recovery of this equipment –Becomes effective July 1, 2009

Food Waste Characterization Studies Contractor developed an operations manual for each facility to use in setting up and managing its food waste if and when a suitable non-disposal option was available Manuals are posted on DEQ’s web site at
C&D Infrastructure Review and Database Development Contractor surveyed each city and county as to C&D management options in those jurisdictions Contractor surveyed all permitted C&D management facilities Contractor characterized each facility as to type of processing Database developed and is available on DEQ’s website at
Green Highways Determination Study and Workshop DEQ working with VDOT, U.S. DOT, and EPA was to develop and host an EPA Region 3 workshop in late 2009 to track utilization of industrial by-products and other waste materials in Virginia highway construction projects Workshop was to provide a chance to evaluate what type of materials utilization would constitute a Green Highway designation Project has been delayed due to budget restrictions with VDOT road projects until 2010
Recycling and Litter Prevention In 2008 the Office of Recycling and Litter Prevention was eliminated Recycling program activities are now part of the Office of Pollution Prevention Litter Prevention activities, including the annual non-competitive grants, are now part of the Office of Environmental Education
Annual Recycling Rate Reports, Solid Waste Planning Units (SWPUs) were required to report on their recycling results for calendary year 2008 by April 30, reports have been received to date
