Joseph Renzuli, a leading American educational academic, stated in 2003 that the importance of fostering gifted and talented was not just for their own sake, but for the benefit of the entire population. Devon G&T Targets 2007 is to “improve” the performance of pupils at the following levels. Level 5 KS2 Level 7+ KS3 3 or more A or A* grades at GCSE 320 or more UCAS points – (E.g. one A and two Bs A = 120, B = 100, C = 80, D = 60 E = 40) Membership of The National Academy for Gifted and Talented Youth.

Current facts about the G&T Census? The secondary school census includes the NAGTY members plus the school register. This has already been completed in January 2006&7 for all secondary and in 2007 for primary schools. Register only for primary schools as NAGTY does not enroll primary aged pupils. In 2007 all secondary schools have a G&T register and 87% of primary schools. As you may know DfES recommend that ALL schools identify from 5-10% of the pupils in the school for the G&T census. The Devon secondary school average (register +NAGTY) is 11.8% Devon NAGTY membership stands at 925 with 688 applications to be processed. The census has lead to the establishment of a Nation G&T Register

Leading Teachers: LAs will work with schools and key national and regional partners to… Deliver the requirements of the 2005 White Paper, Higher standards, Better schools for all, which set out provision for G&T in the context of personalisation Ensure all schools have access to a trained leading teacher for G&T education from Autumn 2007 Establish the key role of the G&T leading teachers in driving improvement across the system Strengthen self-evaluation using the IQS and improve provision at LA, whole-school and classroom level

SNS Leading Teacher background Provision should counteract disadvantage and prevent underachievement Emphasis on ‘quality first’ teaching rather than extra- curricular enrichment activities Support schools in identifying and re-engaging underachieving able pupils from vulnerable and under- represented groups. Achievement at the higher levels at the end of each key stage indicates that many pupils do not fulfil their early promise and there is under- achievement, particularly among pupils from vulnerable and lower socio-economic groups.

The Vision: Every school has access to a professional, equipped and ready to lead on all issues concerning G&T learners All teachers make good provision for G&T pupils on a daily basis: personalising learning leads to challenge for all pupils The Training: The training is not intended to train teachers in G&T but to train teachers to lead on G&T education One leading teacher per secondary school One leading teacher in each primary school or to work across a cluster or network of primary schools

The secondary leading teacher model: Is flexible Will draw on expertise already available in the school such as trained G&T co-ordinators, ASTs, Leads on Inclusion, etc Could be a shared role – two or more teachers working closely together and with Primary Leading Teachers Leading Teacher supports the mainstreaming of G&T provision through a whole-school improvement plan linked to IQS Works directly with and supported by the HT, SMT, Governors, SNS Teams

Role of the leading teacher act as an advocate for the needs of G&T pupils and ensure that they receive appropriate recognition, support and challenge lead on whole-school self-evaluation using the IQS and later the CQS exemplify effective practice for G&T pupils in their own professional practice, and provide or facilitate coaching/peer mentor support for colleagues initiate strategies that support the professional development of colleagues to improve schools’ capacity to personalise learning for G&T pupils have a direct communication route to the leadership team in their school and work with school leaders to identify underachievement, evaluate provision and plan for whole school improvement

Timeframe for Leading Teacher training: Spring/early summer 2007 schools to identify/nominate a teacher to undertake the training for leading teachers for G&T education From Autumn 2007 Devon will offer area based cross phase local training The training offered will comprise two face to face one day training sessions delivered locally and e-modules available on the National Strategies web-site Possible accreditation through SWIFT will be available for those who wish to undertake further research and undertake a written assignment
