Risk Management Once identified – Risks are categorised on a hierarchical scale. The Home Office uses: BLACK, RED, AMBER, GREEN B –Threat to the achievement of the Programme objectives. R – Serious or significant risk to the achievement of the Programme objectives. A – Some risk to the achievement of the Programme objectives. G – Insignificant or no risk.
