HEALTH SCRUTINY MEETING 12 JUNE 2007 My name is Sally Newton, and I am the Chair of the Joint Commissioning Partnership Board. ITEM 2 SALLY NEWTON & PAM HANDLEY PRESENTATION

HEALTH SCRUTINY MEETING The JCPB is the decision-making body in relation to the commissioning of services for people with mental health problems, learning disabilities and alcohol problems It is part of a formal partnership between the County Council and Primary Care Trusts and the partners have delegated decision-making powers to the JCPB for these services The partnership was one of the first to make use of Health Act Flexibilities (these are the legal provisions that allow us to joint commission and pool budgets) and is well-regarded nationally

HEALTH SCRUTINY COMMITTEE The JCPB membership includes: Four County Councillors Four representatives of the Primary Care Trusts (including the Chief Executive) One of the Primary Care Trust Chairs The Chair and Vice-Chair rotate between the County Council and PCTs each year Other non-voting members are co-opted including a representative from the Patient and Public Involvement Forum

HEALTH SCRUTINY COMMITTEE The JCPB has been improving how it involves the public in its decision-making processes and now has public briefings ahead of each Board meeting to allow more people to participate in the decision-making process. IMPROVING PUBLIC INVOLVEMENT CONTINUES TO BE A PRIORITY FOR THE JCPB
