EVALYEAR 2015

2015 was declared as the International Year of Evaluation (EvalYear) at the Third International Conference on National Evaluation Capacities organized in São Paulo, Brazil, 29 Sep-2 Oct EvalYear is a global movement to strengthen an enabling environment for evaluation at different levels.

This will be an opportunity for; Governments to take the leadership, policy makers to take the policy discussion forward, VOPEs to support relevant initiatives in strengthening demand and use of evaluation!

EvalYear is a catalyst EY for demand and use of evaluation Govt, civil society and parliaments partnership UN/ Donors/ commitment for evaluation Evaluation policy/ systems development Evaluation capacity building

Inauguration of EvalYear Work with govts and other key stakeholders Aiming at least one key event which can promote evaluation in each country Examples; –Evaluation week –Inauguration ceremony at ministry level –Inauguration of national evaluation policy/ system/ guidelines –Establishment of evaluation office at president’s office/ ministry/ parliament

American Evaluation Association PROTOCOL for PARTNERSHIP Mindful of its mission, this protocol establishes an avenue through which the AEA, in collaboration with the International Working Group (IWG) and International and Cross-Cultural Topical Interest Group (ICCE TIG) can respond to and propose opportunities for partnership with peer Voluntary Organizations for Professional Evaluation (VOPEs) in the international arena.

American Evaluation Association PROTOCOL for PARTNERSHIP AEA also makes explicit its willingness to facilitate bilateral arrangements between local affiliates of AEA and VOPEs in developing countries.

American Evaluation Association PROTOCOL for PARTNERSHIP The criteria for supporting a proposed partnership include the following: 1.The proposal reflects the values of the AEA 2.The proposal has the backing of the VOPE leadership 3.The proposal is informed by close collaboration with EvalPartners, to avoid duplication and make the best use of limited AEA funds 4.The proposal has a clearly articulated purpose linked to the areas cited above, with concrete and direct benefits to the VOPE

American Evaluation Association PROTOCOL for PARTNERSHIP 5.The proposal articulates the added value and distinctive contribution that AEA will bring to the partnership and the VOPE has clarity about its own contribution to the partnership 6.The proposal has a clear plan to implement and/or disseminate the results of the partnership 7.The VOPE is in condition to make a financial commitment (even if it is limited) to ameliorate the costs of the partnership 8.The proposal covers a time frame that will not be longer than one year

American Evaluation Association PROTOCOL for PARTNERSHIP Interested VOPEs may prepare a proposal as part of the EvalPartners Peer-to-Peer annual proposal process using the EvalPartners proposal format. In addition, AEA will entertain direct proposals from VOPEs three times a year (July, October and January), using a format to be provided.
