Developing National Capacity for Integrated Border Management (IBM) in Lebanon Border Management Equipment

1 Equipment Needs Analysis (ENA) and Equipment Procurement  Priority IBM Lebanon components Carrying out ENA Procurement of operational equipment for use by border management staff  Budget allocated (including training equipment) million euro  ENA carried out May 2013 Site visits to Masnaa and Beirut Port Consultation meetings with the beneficiaries  Agreed lists of priority needs drafted

2 Equipment Needs Analysis (ENA) - Recommendations (Infrastructure)  Secure equipment storage locations needed  Physical border control layout to assist traffic flow and examinations  Power supplies/generation must be ensured  Separation of examinations from normal traffic flow  Weather/time-of day – protection and lighting

3 ENA - Recommendations (Sustainability)  Training of trainers for equipment use (technical and operational)  Maintenance and updates must be ensured  Instruction and guidance manuals/DVD demonstrations made available  Compatibility, familiarity, standardisation, neutrality when choosing equipment  Links with manufacturers and suppliers must be made

4 ENA - Recommendations (Training)  Techniques training must be delivered to ensure operational use  Training of trainers  Training manuals and material to be drafted and supplied  Local training network for LCPs and remote locations  Equipment training embedded in overall training strategy and plan

5 Equipment Needs Analysis (ENA) Additional Considerations  Guidelines for IBM in EC External Cooperation offer additional good practice and recommendations contained in the chapter Infrastructure & Equipment  Shared facilities and joint use and procurement of equipment reduces costs and enhances cooperation between agencies  Joint use of equipment should be explored  Consideration could be given to standardising types and brands with other agencies  Joint procurement of equipment can significantly reduce costs and should be undertaken whenever possible
