14 What is CONVERGENCE? Pooling of expertise and resources, and systematically channelling efforts in pursuit of a commonly agreed goal or objective.  Common understanding (what and how) ;  Common commitment (institutional support) ;  Common resolve (convergent action) ;

7  To harmonize KC, 4Ps and SEA-K, three of the DSWD’s core social protection projects, at both the program and operational level to generate greater impact on poverty reduction beyond what each project can accomplish on its own. Specifically, it aims to: Maximize resources by (i) reducing duplication of efforts and (ii) enhancing operational efficiency, and; Enhance local skills, knowledge, and collaborative action between stakeholders for sustainability of outcomes. OBJECTIVES OF CONVERGENCE

8  Strategic Focus (linking of flagship programs)  Empowerment of LGUs, NGOs, Service providers/intermediaries  Complementation of approaches and strategies  Operational Efficiency (harmonization of systems and implementation mechanisms) CONVERGENCE PRINCIPLES

13 FOR POVERTY REDUCTION (NHTS-PR) PROJECT  Commenced in January 2009  Aims to come up with a unified, functional, objective and transparent targeting system that would identify the poorest, who and where they are, as basis for identifying beneficiaries of social protection programs NATIONAL HOUSEHOLD TARGETING SYSTEM

15 Consequences vs. Results Without convergence With convergence Overlapping Duplication Competition Confusion Inefficiency Waste of Energy Clarity Efficiency Synergy
