Testing Room Heaters Fired by Solid Fuels for CE Marking and DEFRA Smoke Tests By allan wilson Senior Test Engineer BSRIA TEST

Independent Accredited Testing 2 BSRIA Test Welcome and THANK YOU for joining this BSRIA webinar ‘Testing into the future’ The train has left the station Changes are in motion Let’s make sure we’re on track

Independent Accredited Testing 3 BSRIA Test Agenda Challenges Ecodesign ERP (Energy Related Products Directive) Fpr EN DEFRA

Independent Accredited Testing 4 BSRIA Test Solid Fuel Room Heaters For the purpose of today’s discussion everything quoted relates to; “closed fronted solid fuel local space heaters using solid fuel other than compressed wood…….with nominal heat output ≤ 50kW ” Check the relevant section of the ERP for other categories.

Independent Accredited Testing 5 BSRIA Test EU target 20/20/20 vs and of course Kyoto, NEC, etc. Challenges to the UK & EU Climate change Increasing emissions Increasing energy costs Growing dependence on imported fossil fuel

Independent Accredited Testing 6 INTRODUCTION ECO-DESIGN 2015/1188 to eco-design requirements for local space heaters 2015/ Ecodesign requirements for solid fuel local space heaters Eco-design and labelling requirements for solid fuel local space heaters (LSH). This product group belonged to lot number 20. Establishing a framework for the setting of eco-design requirements for energy- related products Directive 2009/125/EC Lot / /1185 BSRIA Test

Independent Accredited Testing 7 WHAT NEXT? WHO & WHEN? Who? - Manufacturers shall, in addition to CE marking When? - From 1 January 2018 provide an energy label that is compliant with the requirements of REGULATION (EU) 2015/1186 of 24 April 2015 BSRIA Test

Independent Accredited Testing 8 BSRIA Test The Ecodesign of Energy Related Products (ERP) Directive is in force, and focuses on energy in use by setting minimum requirement for various products including Solid Fuel Room Heaters. Through the ERP Directive there are a number of new requirements that must be met, AND current requirements that have changed.

Independent Accredited Testing 9 BSRIA Test REGULATION (EU) 2015/1185 of 24 April 2015 Minimum requirements from 1 January 2022: Seasonal efficiency ≥ 65% CO ≤ 1,500 mg/m 13% O 2 N0 X ≤ (a) 200 mg NO 2 /m 13% O 2 N0 X ≤ (b) 300 mg NO 2 /m 13% O 2 OGC ≤ 120 mgC/m 13% O 2 Particulates ≤ 40 mg/m 13% O 2 (a) using biomass (b) using fossil fuel

Independent Accredited Testing 10 BSRIA Test ECODESIGN REGULATIONS give us a smart vehicle. What will give us the wheels to ride on and the means to steer our way to the traffic?

Independent Accredited Testing 11 BSRIA Test New standards are on the way FINAL DRAFT FprEN Issued January 2016  Manufacturers declarations:  More details of materials and construction processes.  General durability of appliance (welds etc.).  No dangerous substances (REACH / ROHS).

Independent Accredited Testing 12 BSRIA Test FINAL DRAFT FprEN New classification for room sealed appliances Require the following durability tests Leakage test (before load test) Load tests; Open & close fire door 6,000 times Open & close ash door 1,000 times (if applicable) Leakage test (after load test)

Independent Accredited Testing 13 BSRIA Test FINAL DRAFT FprEN St andard defines how to test required measurements: Efficiency ≥ manufacturer’s specified value 13% O2 ≤ manufacturer’s value mg/m3 N0x mg 13% O2 ≤ manufacturer’s value OGC mg 13% O2 ≤ manufacturer’s value Particulates 13% O2 ≤ manufacturer’s value N B Minimum values are stipulated in Ecodesign regulations required from 2022

Independent Accredited Testing 14 BSRIA Test Document verification more detailed Appliance label more detailed This supersedes the 2013 draft the date of implementation is driven by labelling requirements from January 2018 and minimum requirements from January 2022

Independent Accredited Testing 15 BSRIA Test DEFRA APPLICATION REQUIREMENTS Additional particulates measurements Opacity measurements DEFRA fees increased from 1st February 2016 £1,695 (excluding VAT) for the first appliance in a range £495 (excluding VAT) for each additional appliance in a range £700 (excluding VAT) for each product rebadged for sale £350 (excluding VAT) for each additional rebadged product
