Farm Structure Survey Harmonization: Current description of harmonization is “not serious problem”, because the data transmission was not fully made. Definitions are used in accordance with Regulation 1166/2008 as well as in accordance with HANDBOOK ON IMPLEMENTING THE FSS AND SAPM DEFINITIONS From total number respectively 232 required variables 64 are NON- SIGNIFICANT or non-existent in Montenegro, while other variables have been collected. Farm Structure Survey Future plans:  Conducting of Farm Structure Survey, according to capacities and the willingness of connecting agricultural farm statistical register with others administrative registers.  IN 2016 the survey will be conducted only for COR variables, and the rest of data will be collected through MODULE and SATELITE according to new regulative being prepared. Crop products statistics Future plans: In 2014 it is planned to fully harmonize annual crop statistics. Until April 2014 Montenegro will submit Quality Report as it is predicted through IPA 2011 Multi-beneficiary statistical cooperation programme. Introduction of pilot survey on vineyards structure – vines in other purposes is planned for 2014, and surveys on regular basis for Until 30 September 2016 submitting of quality reports on transmitted data and used methods for permanent crop statistics, i.e. vines in other purposes. Statistics of milk and milk products Current situation : Data on milk and dairy products are collected on monthly and annual level with regular statistical surveys:  MONTHLY RETURN OF MILK COLLECTED (COWS MILK) AND PRODUCTS OBTAINED )– only data on cow`s milk and cow`s milk dairy products are collected from dairies. Research instruments for mentioned survey are established in the beginning of  ANNUAL REPORT ON ENTRANCE OF RAW MILK TO DAIRIES AND MANUFACTURED PRODUCTS- data on all kind of milk and obtained dairy products are collected.  ANNUAL REPORT ON LIVESTOCK OF AGRICULTURAL HOLDINGS – data on all kind of milk from family agricultural holdings and farms. Statistics of milk and milk products Legislative framework:  Commission Directive (EC) No. 96/16 from 19 March 1996 Article 4 (v) of the same regulative is not relevant for Montenegro, because there is not regional country division at NUTS levels.  Commission Decision (EC) No. 97/80 from 18 December 1996 Table I is not relevant, Montenegro is NUTS 1 level, there is not regional country division. Statistics of milk and milk products Harmonization:  Research instruments for this survey are harmonized with regulative mentioned above Through IPA 2011 programme (Multi-beneficiary statistical cooperation programme - Pilot Project 11 Animal Production Statistics) the expert support was carried out, instruments of research established and created preconditions for full compliance with regulative. Statistics of milk and milk products Future plans:  Data sending from survey with annual dynamics is planned for the end of June  In the second half of 2013 continuous survey data sending is planned with monthly dynamics, in accordance with defined deadlines of regulative 96/16/EC article 6 (a) and (b). Livestock, meat and eggs statistics Current situation:  Data are collected on quarterly and annual basis through regular statistical surveys: Quarterly report on livestock slaughtered for legal entity - data on livestock slaughtered are collected for legal entities according to types and categories, with quarterly dynamics of collecting Annual report on livestock slaughtered in private slaughterhouses - livestock slaughter data are collected according to types and categories in private slaughterhouses at annual basis. Annual report on livestock of agricultural holdings – data on counting livestock according to types and categories are collected, balances of livestock, milk and eggs, milk production, dairy products, eggs, wool, honey, use of fertilizers and feed mixtures. Livestock, meat and eggs statistics Regulative no. 1165/2008, that refers to livestock statistics (Part I), is fully harmonized. In the part II of regulative No. 1165/2008, which refers to meat statistics, demands are not fulfilled at the moment that refer to frequency and referent period for data collection with monthly periodicity of collecting, article 10 line (1) of the same regulative. The change of questionnaire is necessary in the part of distribution of livestock categories, according to Annex IV from article 11. Part III of regulative No. 1165/2008, regarding meat production forecast is not developed (Annex 5). Future activities:  Transition from quarterly to monthly data collecting dynamics is planed, for livestock slaughter survey in slaughterhouses, during 2013, in accordance with demands of Regulation No. 1165/2008, article 10 line (1).  In the second half of 2013, activities regarding calculations for meat production forecast (GIP) are planed, with expert support through IPA programme 2011 (Multi-beneficiary statistical cooperation programme).  The introduction on survey of activity of hatcheries are planned in 2014, as well as harmonization with demands of regulative No. 617/2008/EC.  Submission of the National Methodological Report on Animal Production Statistics in 2014 STATISTICS Chapter 18: M O N T E N E G R O Negotiating Team for Accession of Montenegro to the European Union Chapter 18: Statistics
