New Contract Operation and Exploitation Preparation Duties Philippe Gayet

Operation : What does the spec. says ? Operation of the plants according to procedures and agreed schedule Set up the process circuits and run the installations in accordance with the agreed procedures, program and schedule Monitor the parameters and carry out fault detection and first line intervention Regular inspections of the plants condition according to the inspection plan and to trace helium leaks Monitor the helium and liquid nitrogen storage levels, request for refilling and supervise the deliveries; Carry out breakdown diagnosis, minor breakdown repairs not listed in Annex B Manage the working permit and all associated phases Record events in log books, submits operations reports and keeps the operational documents updated; Issue the required work order to request the maintenance team support and call directly the on-call maintenance team if required; Monitoring of the performance of operation activities to optimize plants availability, reliability and operation cost.

Task oriented VS Result oriented … maintenance and operation activities shall be performed under task oriented or performance obligation for which the term exploitation define the comprehensive maintenance and operation services as detailed in Annex B. A task oriented obligation refers to the performance of tasks, as requested by CERN and / or foreseen under a maintenance plan. A performance obligation relates to the actual maintenance and operation of an installation, where a certain performance level is defined by CERN and shall be achieved by the contractor.

Operation KPI The “time to repair” for work orders; The “time to completion” for work orders; The number of re-worked work orders; The spare parts below minimum levels; The amounts of consumables supplied by CERN; The ratio of corrective over preventive maintenance (overall, for trade and for individual installations); The EVM curves representing the activities status during shutdown periods; The number of accidents, near-misses and the number of work hours lost by absences linked to accidents; The list of non-conformities.

Penalties Failure to comply with the required service criteria level may result in the application of penalties as define in section3.5 of the technical specification for the following tasks Asset management Document management Spare part management Work order execution On the basis of annex D, penalties to be applied on the activities will be calculated according to a number of points per non-conformity to be added up each month. The value of a penalty point being equal to 500 CHF

Exploitation KPI Before the contract start, CERN has to define the parameters to be used for the various KPI related to exploitation tasks in all facilities For Availability performances CERN has to define a set of condition to be fulfilled in order to consider the facility as available. For Consumption performances these parameters will be used together with the relevant historical data (last 3 operation years) to set the requested target figure for the consumption KPIs For facilities presenting a large variability during the considered period CERN will present a justified proposal to agree upon

Exploitation Performance Requested per Facility PERFORMANCE INDICATOR REQUIRED LEVEL MONITORING FREQUENCY The % availability of the installations under performance obligations (per individual installation) based on an agreed indicator of the full availability of the installation for the requested client load. Above 95 %monthly The % of lost helium over the inventory in addition to the standard historic losses (last 3 operation years at CED) for the installations under performance obligations. Below 5 %monthly The % of liquid nitrogen used in addition to the standard historic consumption with respect to the clients loads (last 3 operation years at CED) for the boosting of the cold boxes for the installations under performance obligations. Below 5 %monthly The % of energy consumption in addition to the standard historic consumption with respect to the client load (last 3 operation years at CED) for the installations under performance obligations. Documentation CERN makes available the technical documentation of the installations and equipment to be operated and maintained. This may comprise: The manufacturer’s file; The operation manuals; The maintenance plan; CERN’s CAMMS database of the installations and equipment; The process and instrumentation diagrams; The electrical wiring diagrams; The inspection schedule; The operations log books. The documentation may be available either in paper form or in electronic format. The documentation is and remains CERN property. CERN will give access to plant and component history as far as available and can transmit any information on past experience. Any information transmitted may not be used by the contractor to obtain any release from the contractual obligations.

IT Hardware and Software CERN provides access to workstations dedicated to the tasks of documentation management, warehouse management, asset management and work-order management for: standard desktop applications (MS applications); CERN electronic document handling system (EDH); CERN document storage systems (EDMS, CDD) accessing, modifying and creating process and instrumentation diagrams (Autocad ™ ); accessing, modifying and creating electrical diagrams (SEE Electrical Expert ™ ); computer aided maintenance management system (Infor EAM ™ ); CERN provide also the access to the wrkstations & tools that shall be used by the contractor to operate the facilities : Supervision of the Facilities control system (WINCC-OA) CERN Operation Logbooks CERN Historical Repository (TIMBER)

Preparation Work Needed for all facilities Operation Procedures Establish the organigram of the needed procedures Principles Be able to resume operation after a LS / TS/YETS or after a utility or a facility failure Perform identified/regular operation duties ( filling, cooling, warming- up,…) Put the facility or part of it in a safe mode for intervention or for LS / TS/YETS after a utility or a facility failure Gather and review all existing operation procedures for the considered equipment For non existing procedure Request the contractor to write them Accept them when written/modified by contractor Write them if they are critic and strategic for the operation of the facility
