BIPM activities  Review of activities due to budget limitations as a consequence of decisions made by the 2007 CGPM Mass and Watt balance; mass calibrations Electricity (JE and QHE) and calculable capacitor zener, resistance, capacitance calibrations Time/frequency/gravimetry (TAI and UTC) and gravimetry comparisons (2009 ICAG series) Chemistry (ozone, green house gases, organic purity analysis and bio chemistry investigation); comparisons Ionizing radiation (dosimetry, SIR) calibrations, comparisons

BIPM activities  Meetings of Consultative Committees  CIPM MRA, KCDB and JCRB  JCGM (VIM, GUM, SI, physiological quantities)  JCTLM (secretariat and JCTLM meetings)  Outreach to developing economies (very limited program)  Many contacts with Member States, Associates and new Member States and Associates  JCDCMAS (secretariat)

CIPM MRA  New signatories: - F Y R O Macedonia - Moldova - Sri Lanka - Tunisia - Bolivia - Georgia  82 Member States and Associate States and Economies and 2 international organisations (IAEA, JRC IRMM)  ~200 NMIs and other Designated institutes

THE CIPM MRA Member of the BIPM Associate of the CGPM 82 Member States and Associates of the CGPM 2 international organizations (~200 NMIs + DIs) >96% of the 2006 World GDP 82 Member States and Associates of the CGPM 2 international organizations (~200 NMIs + DIs) >96% of the 2006 World GDP

CIPM MRA  KCDB: CMCs of which in general physics in ionizing radiation in chemistry KCs and 200 supplementary comparisons  Database 24 hours/day intensively visited  Common CMC definition for CIPM MRA and ILAC Arrangement

CIPM MRA  Joint BIPM-ILAC WG a.o. on: - implementation of new CMC definition - harmonization of CMCs - accreditation of NMIs (ILAC Guidance doc.)  AFRIMETS with 5 sub-regions (successor of SADCMET)  New RMO in development: Gulfmet (?)  New criteria for (new) RMOs  New criteria for “Economies” to be decided by the 2011 CGPM

The JCRB REGIONAL METROLOGY ORGANIZATIONS

CIPM MRA  New JCRB Guidance documents - Procedure for approval of the entry of a new RMO to the JCRB - Guide to the implementation of the CIPM MRA - Calibration and Measurement Capabilities in the context of the CIPM MRA - Rules of procedure for the JCRB - Guidelines on Traceability  As a consequence of CGPM Resolution in preparation “Criteria for an Associate to become Member State”

CIPM MRA Guidelines for Traceability  Traceability to the SI - through own primary methods - or obtained from the BIPM - or obtained from another CIPM MRA recognized NMI or DI with adequate CMCs published in the KCDB - or by applying commercial CRMs after own purity assessment on the basis of own CMCs recognized under the CIPM MRA - in all cases an own uncertainty evaluation has to be carried out

CIPM MRA Guidelines for Traceability  Traceability to the SI - may be obtained from an under the ILAC Arrangement accredited calibration laboratory or CRM producer, provided that the uncertainty contribution has only a minor influence on the total combined uncertainty of the claimed CMC  Never traceability to: - PTB through DKD, etc. - UKAS, NAMAS, DKD, etc. - GUM + Fluke Europe, etc. - CCPR K1 (a Key Comparison) or - NRC array KJ-90, etc.

Outreach to developing States and Economies  2008 BIPM Summer School  BIPM/JCRB workshop on preparing for the CIPM MRA, May 2007, Pretoria, South Africa  APMP/BIPM workshop, May 2008, Dhaka, Bangladesh  Visits and contributions to workshops in several countries in Africa, Asia, eastern Europe and Euro-Asian area and Middle and South America (in cooperation with SIM) (with support of PTB/German development aid)  Forum on Metrology Programs for States and Economies in development, March 2009 at the BIPM  JCDCMAS and possible UNIDO support (Africa)
