Sustainable buildings balance the triple bottom line by utilizing an integrated approach to design, construction, operation and decommissioning Social Benefits EnvironmentalBenefits Economic Benefits Increased worker productivity and reduced utility costs Improved quality of life for facility occupants and society in general Buildings account for nearly 40% of global greenhouse gas emissions The Triple Bottom Line of Sustainability

Federal Design and Construction Market The Federal government operates in over 3 billion square feet in about 500,000 buildings At least 80% of the Federal complex in 10 years will consist of buildings in the current building portfolio Great opportunity for lifecycle cost- effective energy savings exists for new construction AND existing buildings Sustainability efforts taken today save % of the energy use in new and existing buildings

New Construction Policy Drivers OMB A-11 (2002) Incorporates sustainable design as standard practice (life-cycle cost analysis, energy/water efficiency, indoor environmental quality) throughout the Federal sector EPACT 2005, Section 109 DOE to issue new federal building standards requiring … –Where lifecycle cost-effective, buildings shall be designed to achieve energy consumption levels at least 30% below ASHRAE –Cost effective sustainable design principles shall be applied to the siting, design, and construction of all new and replacement buildings –In annual budget requests and reports to FEMP, each agency shall list all new buildings and identify which ones meet the standards

FEMP Sustainable Building Program Program Goal Lead Federal agencies efforts to institutionalize sustainability into policies, procedures, and practices for new construction and existing buildings Program Strategies Partner with other DOE offices, Federal agencies, non-profits, and private industry to leverage limited resources Reduce Federal agency duplication of effort; streamline and standardize requirements, processes, and implementation tools Influence design and construction community at planning stages, targeting each of the 5 Guiding Principles, and verify that design intentions translate into high performance buildings Maximize potential of existing buildings, largely through the O&M/sustainable commissioning

Interagency Sustainability Working Group (ISWG) “Being able to connect with others across the federal sector … improves the quality of our work. The networking has resulted in new projects and new ideas on how to improve the performance of green buildings.”

ISWG Mandate Authority –Working Group under the Interagency Energy Management Task Force since 2001 ~300 members (50-60 active) from across the Federal government Bi-monthly meetings; intranet site Purpose: –Serves as forum for information exchange –Advocates for sustainable building practices in new construction and existing buildings –Eliminates barriers to sustainable design in the Federal sector by developing policy, technical guidance and other resources Tour at USGBC Headquarters Washington, DC ISWG Bi-Monthly Meeting March 13, 2007

Recent ISWG and Federal Accomplishments Initiated and led the development of the interagency Sustainable MOU, which has been incorporated into EO Developed the Technical Guidance and the Model Program Implementation Plan for Implementing the Sustainable MOU Sowing the Seeds 2007 Closing the Circle Award 157 Energy Star ® Facilities, by Agency 57 Federal LEED ® Certified Facilities

Zion Visitor Center is an example where FEMP and Building Technologies working with DOI-NPS reduced energy consumption by 70% with integrated design principles FEMP Tech Assistance Example: Integrated Design at Zion 1.Set specific sustainability criteria in RFPs 2.Use design charrettes 3.Define clear and quantifiable energy goals Compare energy use to a reference standard (such as 30% below ASHRAE ) 4.Verify goals throughout the process Using computer simulation tools, review and confirm at each stage of design stage – 50%, 90%, FINAL 5.Commission the building Compare actual performance to estimated performance, after one year of operation

Whole Building Design Guide Design Guidance focused on Federal facilities: –Building Types –Design Objectives: Sustainable, Accessible, Aesthetics, Cost- Effective, Functional, Historic, Productive, Safe/Secure –Products and Systems Interagency cooperation managed by NIBS August 2006: about 27,000 hits and 33,500 downloads per day

Conclusion Sustainability has arrived, and we’re moving fast with modest resources EO and the Sustainable MOU –Sustainable Building as an umbrella for all of the goals FEMP has taken a leadership role in sustainability –ISWG is thriving, going from 20 members to ~300 –Technical guidance and outreach –DOE Leadership Tools and Resources –Whole Building Design Guide –FEMP Technical Assistance –Publications –High Performance Building Databases NREL Science and Technology Facility – LEED ® Platinum
