City- States  Polis is the term used for Greek city-states.  the acropolis was a fortified hill top in the city  isolation from one another (mountains), and lack of unity caused the Greek city-states to develop very differently from each other.  Greek city-states developed many different forms of government.  Cleisthenes established democracy in Athens to avoid revolts by the people  Sparta became a military oligarchy to avoid slave revolts

Forms of Government  Monarchy – rule by a king  Aristocracy – rule by the wealthy landowners  Oligarchy – rule by a wealthy few  Democracy – rule by the citizens  Tyranny – illegal form of government, in which a tyrant seizes power with the support of the masses.
