2012 AITPM Conference Parking Supply Restriction and Mode Shift at QEII Medical Centre: A Case Study Jacob Martin, Senior Transport Planner Cardno

Background

2014 AITPM Conference Land Use and Location Context Existing Land Uses >Large health campus >36 tenants >8,000 employees >5,000 patients and visitors Location >4km from Perth CBD… >…but not on any high capacity public transport or vehicular routes

2014 AITPM Conference Transport Provision Characteristics Historic abundance of on-site parking and high private vehicle mode share Traffic impacts felt along several significant arterial connections from the Western Suburbs to the Freeway and Perth CBD Not adjacent to high-capacity public transport Access to high-capacity cycle links is relatively poor

2014 AITPM Conference Transport Needs Groups >Staff >Patients >Visitors >Volunteers Staff include: >Administration >Researchers >On-call >Consultants >Executives >Shift Workers >Nurses

2014 AITPM Conference The Future: a Paradigm Shift Development >Relocation of Women’s and Children’s Hospitals to QEIIMC underway –Plus other hospital growth to a total of 1,500 beds >Growth in ancillary facilities – Medical research and education service providers Parking >Long-term on-site parking supply supplemented by off-site parking to assist with transition >Agreed parking cap under the Activity Centres Policy of 3,600 staff bays >Requires a 44% car-as-driver mode share (based on current staff profile) –Significantly less than the unrestrained parking demand revealed in 2009 travel surveys Public Transport >Short-term: High Frequency Bus >Long-term: Light Rail

2014 AITPM Conference Research Completed

2014 AITPM Conference Projects Completed >Travel Diary Survey >Stated Preference Survey >Travel Plan and Comparison >Public Transport Demand Assessment >Parking Priority Assessment

2014 AITPM Conference Mode Shift Evidence

2014 AITPM Conference Travel and Parking Behaviour

2014 AITPM Conference Parking Management Priority System >Core hour staff >Green Commuters and Official Car Pool >Shift Workers >Medical consultants >On-call staff >Work vehicles >Cross-campus staff >Commercial tenants >Compassionate grounds >Volunteers and >Motorcycles Parking Analysis >Peak parking demand has been calculated at 1,600 bays for the existing development…excluding core-hour staff. >Approximately 80% of staff work core-hours >2,350 existing bays - but 2,760 bays consumed

2014 AITPM Conference Travel Behaviour by Time

2014 AITPM Conference Travel Behaviour by Need >Core hour staff >Afternoon Shift Workers >Night Shift Workers >Medical consultants >On-call staff >Work Vehicles >Cross-Campus Travel >Commercial Tenants >Compassionate Grounds >Volunteers Afternoon Shift Workers >Existing staffing ~ 530 employees >Future staffing ~ 800 employees Night Shift Workers >Existing staffing ~ 165 employees Future Peak Parking Demand at Current Behaviour >4,140 bays, of which 3,600 are provided on-site

Travel Demand Management and Behaviour Change

2014 AITPM Conference The ‘Stick’ Supply >On-site parking provision dropped from 75% to 38% of staff attendance figures during construction >Off-site “Park ‘n’ Ride” available approximately 3.5km from QEIIMC >Additional on-street, informal and ‘private’ parking Price >Free parking shifted to daily rate >Daily parking fee still well below market rate ($4.80/day in 2014) >Evidenced by high demand for visitors $3/hr >Note that stated preference surveys showed: –very little change in demand below $7.50/day –14% reduction in demand at $12/day >Ongoing political pressure

2014 AITPM Conference Parking Demand Management The Priority System Green Commuter Parking >Preferential parking >200 permits issued in 2013 >Limited impact on demand (due to part-time staff and off-site parking) Official Car Pool >Guaranteed Parking (for groups of 2 or more employees) >Only 100 cars registered Ride-Sharing >Car pool modes increased to 11% (approx. 700 employees) >Significant growth of 260% as a result of TDM measures and parking pressures

2014 AITPM Conference Walking and Cycling Despite affluence, local employees (within 5km) drive only 36% of trips Walk/Cycle share for the closest 5 suburbs is approximately 22% compared to 14% average (10% in 2009) QEIIMC has supported these modes through improvements in EOT; currently oversubscribed Surrounding cycle network has not undergone any significant improvements Preference survey results suggested that the existence, rather than quality of EOT is important

2014 AITPM Conference Public Transport QEIIMC is served only by public bus transport Funding was provided by the QEIIMC Trust to improve service >Route 79 (Perth CBD – QEIIMC) and Route 97 (Subiaco – QEIIMC) >Capacity is shared by UWA but service was oversubscribed in peak, with long queues despite high frequency >Increase of 400,000 PT trips per year (32% of all staff travel) >Ticket price subsidised by DoH and PTA (-45%) Route No.First bus (arrives QEIIMC) Service Frequency (buses per hour)Last Bus (departs QEIIMC) AM PeakDaytimePM PeakEvening 79 to QEIIMC6:23am64--3:00pm 79 from QEIIMC9:57am-26-6:50pm 97 to Subiaco7:15am444-6:45pm 97 from Subiaco7:08am444-6:38pm

2014 AITPM Conference Public Transport Supply

2014 AITPM Conference TravelSmart Junction Provides advice for >PT >Ped/Cycle >Other transport Prominent location Passed by 30,000 people per week Accessed 10,000 times since 2012
