Light Rail Project Community Light Rail Support Plan Committee 14 August 2014 Kensington Kingsford

Route Alignment

Light Rail project status June Planning approval granted - Early works contractor appointed August Land acquired for light rail stabling facility Current - TfNSW establishing Reference Groups: Community, Business, Urban Domain, Utilities - Major PPP tender process underway

Council’s Light Rail Support Plan 1. Place Making - $9.5M 2. Cycle ways - $4M 3. Stormwater Drainage - $8.5M 4. Traffic Calming - $5M 5. Parking - $10.5M 6. Kingsford Interchange Parking - $30.5M Proposed allocation of $68 Million

Mitigation Measures 1. Place Making – $9.5M To improve streets for pedestrians by creating road closures and urban plazas A place to meet, socialise and eat A visually attractive place to be Proposed locations - RANDWICK, Belmore Rd and Waratah Ave - KINGSFORD, Anzac Pde and Meeks Ave To discourage ‘Rat Runs’ through our local streets Opportunities for Place Making

Note: Traffic lights at Belmore Rd/Arthur St will result in the removal of one pedestrian crossing which will increase the flow of traffic along Belmore Rd. Mitigation Measures

Existing RCC network is predominantly north/south Mainly connecting to the City of Sydney, Centennial parklands and Randwick destinations East/west connections are required to connect to the light rail alignment This will promote and provide sustainable mode transfers 2. Cycle ways - $4M

Mitigation Measures

Augmentation of RCC stormwater drainage network that crosses the light rail alignment for future proofing. Works include the provision of increased capacity for stormwater drainage at Anzac Pde/Doncaster Avenue, Anzac Pde/Barker Street and the associated downstream works. Works brought forward to meet the light rail timeline 3. Stormwater Drainage - $8.5M

Mitigation Measures As a result of the banning of a number of right turn movements along the light rail alignment, this will encourage the use of local streets for through ‘non-local’ traffic. RCC will undertake traffic calming works in the areas of Kingsford/Kensington and Randwick to minimise the impact of the changed traffic arrangements. TfNSW has provided RCC with the traffic models and data to assist with the design of the traffic calming works 4. Traffic Calming – $5M

Mitigation Measures Loss of some on-street car parking along Anzac Parade, Alison Road, Wansey Road and High Street as part of the Sydney CBD and South East Light Rail Project. Council commissioned GHD to undertake a Parking Study to mitigate parking loss. to assess potential for providing angled parking on local roads in the vicinity of the light rail alignment. 5. Parking - $10.5M GHD Parking Study Area – Side Streets

On-street parallel parking to be converted into on-street angle parking, in local streets adjacent to Anzac Parade, Alison Road and High. Mitigation Measures Arthur Street, RANDWICK Works include realignment of kerbs, footpaths and stormwater drainage, relocation of services and street lighting poles, street trees and road making.

Mitigation Measures Land purchase and construction of a multi-storey car park at Rainbow Street and Anzac Parade Long term mitigation for car parking for Kingsford Town Centre. 6. Kingsford Interchange Parking – $30.5M Rainbow Street Car Park

Land Ownership Mitigation Measures

Community Consultation Have Your Say Randwick Results Kingsford Interchange Parking Mitigation Measures Online consultation program from 2 May to 25 July residents completed the survey Three questions were asked:

Mitigation Measures 1. On scale 1-5, how easy is it at the moment to find parking in the Kingsford area?

Mitigation Measures 1.Please rate on a scale of 1-5, how important is it to you to provide parking in the Kingsford area?

Mitigation Measures 3.Should Council consider acquiring land near the Kingsford roundabout to build a multi-storey car park?

Is the location for the proposed multi-storey car park correct? Are there any other locations? What would be your approach? Continue the conversation at…. Continue the discussion …
