Town of Chapel Hill | 405 Martin Luther King Jr. Blvd. | Agenda Background Information Complete Streets Budgeting Game Key Issues & Comments

Town of Chapel Hill | 405 Martin Luther King Jr. Blvd. | What is a Complete Street? Complete streets are designed and operated to enable safe access for all users. Pedestrians, bicyclists, motorists and transit riders of all ages and abilities must be able to safely move along and across a complete street.

Town of Chapel Hill | 405 Martin Luther King Jr. Blvd. | What are we already doing?

Town of Chapel Hill | 405 Martin Luther King Jr. Blvd. | Why a Complete Streets Policy? Provide a vision to tie together the Town’s tools – –Traffic Calming Procedures – –Street Design Standards – –Landscaping Standards – –Utilities (Stormwater, Trees etc.) Provide a system for identifying trade-offs and making decisions

Town of Chapel Hill | 405 Martin Luther King Jr. Blvd. | Policy Ideas Traffic calming controls should be applied in a context- sensitive manner that meets the needs and safety of all roadway users. Street design ensures that the design of roadways promote safe, comfortable, and convenient facilities for all users regardless of age or ability. Landscaping on complete streets will provide comfort and aesthetic appeal while maintaining safe conditions for all users. Consider utility needs through context-sensitive strategies that maintain safe and accessible roadways for all users.

Town of Chapel Hill | 405 Martin Luther King Jr. Blvd. | Implementation Ideas Integrate “Policy and Procedures for Traffic Calming Measures” with Complete Streets policy to ensure congruency between the two documents. Incorporate Complete Streets design principals in the existing Town of Chapel Hill “Design Manual and Standard Details.” Incorporate guidelines from multiple existing landscaping documents in one place; update with complete-street supportive standards. Reference external existing utility standards and requirements in Town standards to avoid conflict.
