2016 Annual PHA Plan What is the annual plan? What is the process for the annual plan? What are the Basic Components of the plan? What are the Agency Goals? What capital improvements are we trying to address (How do we determine work items)? What Policies are we looking at changing? Resident comments on the plan

What is a PHA Plan? The Annual Plan is a comprehensive guide to public housing agency policies, programs, operations, and strategies for meeting local housing needs and goals.

HUD Requirement Yearly Annual Plan Update Opportunity to update policies, procedures, and capital improvements Also allows us to assess new developments Present suggested changes to participants and allow to comment Commissioners approve or deny changes (March 30, 2016 at 4:15 p.m.)

5-Year Capital Fund Updates Our 5-year plan for capital funds is our wish list for capital fund eligible expenditures in the upcoming five years. Vehicle replacement Window replacements Autoclave (bed bug remediation equipment) Hardware replacement (IT) Roof replacement Carbon monoxide detectors

ACOP Changes Chapter 3 Minimal changes, added language advising of on-line application process Chapter 6 Added Flat Rent amount for ME Anderson Chapter 12 Added language to Restriction on eviction of families based on income: HHA may evict or terminate the tenancies of families who are over the eligible income limit based on their family composition, which shall not exceed 80% of the area median income for Lewis and Clark County, if they exceed the 80% income limit for a period of at least six months. Increases in Income to be Reported: Families with zero income will be required to report all increases in income/assets within ten (10) days of the change. Additional reporting requirements.

ACOP Changes Chapter 15: Family Error/Late Reporting Families will be offered a re-payment agreement for failing to report income (one time only).

Flat Rents Increase Annually, you choose between income- based and flat rent. The only change to flat rent was at ME Anderson Apartments: 1 Bedroom unit $ Bedroom unit $688.00

HCV Admin Plan Changes Chapter 2 Added updated fair housing language and information regarding recent Four-Factor analysis Chapter 3 Added language under live-in aide for requesting a live-in aide as a reasonable accommodation and the process to do so. Chapter 4 Removed Shelter Plus Care as targeted funding. Added Working Family Preference. Added further information on income targeting and continually assisted. Chapter 8 Added language that all new lease ups will be required to have units re-inspected if inspection fails the initial inspection.

HCV Admin Plan Changes Chapter 16 Added continually assisted language to homeownership policy Chapter 17 Updated Family Demographic information of Family Self Sufficiency

PSH Admin Plan Changes Chapters 1-3 Added fair housing language and reasonable accommodation language that was approved by HUD. Chapters 1-15 Removed language the deposits will be paid one time only.
