All rights reserved.2 Introduction Background BCMM has a mandate and an executive obligation to ensure the creation of opportunities aimed at enabling young people to develop their full potential and improve the quality of their lives. Zuzisa Consulting was appointed by Buffalo City Metropolitan Municipality (BCMM) to assist in the development of the Child and Youth Development Strategy in line with National Youth policies and guidelines.

All rights reserved.2 Introduction Background This strategy has to be in alignment with the following key documents:- -BCMM HIV/AIDS, Gender, Disabled,Older Persons Strategies -African Agenda 2063, -National Youth Policy 2015 – 2020, -National Development Plan: 2030; -Child Justice Act 2008, -National Early Childhood Development Policy: 2015, -Eastern Cape Integrated Strategy for Early Childhood -Eastern Cape Provincial Youth Strategy 2015

All rights reserved.2 Rationale for child component in strategy Current Strategy – 2009 to 2014 BCMM reviewed and adopted a youth development strategy in The municipality has now realised that its outgoing strategy is silent on child development. Upon the end of the term of the strategy, BCMM has prioritized the inclusion of the child component into the new strategy.

All rights reserved.2 Rationale for child component in strategy Eastern Cape Provincial Youth Strategy Furthermore, the province realises the importance of the child component and has included this component in one of its key pillars of the strategy. This pillar, called Creating and Enabling Environment, covers both age cohort of 14-35, with claw-back into age 1-14 that specifically focus on Early Childhood Development (ECD) to supplement parental effort and enhance school readiness This is borne out of the need to improve quality access to early childhood development and strengthen community development initiatives..

All rights reserved.2 Rationale for child component in strategy Legislative mandate for local government In terms of the Constitution of the RSA, the Municipal Systems Act No. 32 of 2000 and the Children's Act No. 38 of 2005, local government is responsible for:  Provision of basic services, including water and sanitation, to communities;  Contributing to the realisation of rights set out in S27 of the Constitution, including heath care services, food and water and social security  Development of policies and laws governing child care facilities including child-minder services;  Municipal planning and spatial development, including providing and regulating land used for child care facilities and safe and adequate play and recreation facilities

All rights reserved.2 Role of government in ECD National ECD Policies and Laws Government has developed key policies and laws :  The Constitution of the Republic of South Africa, Act 108 of 1996:  White Paper on Education and Training, 1995  National Integrated Plan for ECD 2005 – 2010 (NIPECD)  Children’s Act No 38 of 2005 (effective from 2010)  The Buffalo City Declaration (March 2012):  South African Integrated Programme of Action for Early Child Development – Moving Ahead (2013 – 2018) (IPAECD)  The National Development Plan: Vision 2030 (NDP)

These rights and associated responsibilities, which collectively underpin the comprehensive ECD package of services and support, are the rights to:  a name and nationality;  family and parental care;  child care and support for families to fulfil their parenting responsibilities;  health care  food and nutrition;

All rights reserved.2 Role of government in ECD Scope for ECD services  social services, including protection from abuse and neglect, psychosocial support and social assistance;  basic education, including early childhood education starting from birth;  information;  basic services, such as water, sanitation and energy;  shelter and housing; and  play, recreation and cultural activities

All rights reserved.2 Role of government in ECD Scope for ECD services The government has committed to the provision of the following package of Essential Package (EP) of ECD services in the short-to- medium term:  free birth certification for all children born in South Africa;  basic preventative and curative health care for pregnant women, infants and young children to secure their mental and physical health;

All rights reserved.2 Role of government in ECD Scope for ECD services  preventative and curative maternal, infant and child food and nutrition services; support for parents to empower and enable them to take the lead in their infants and children’s optimal development, including the provision of income support, nutritional support, psychosocial support and support for the early education of children from birth;  in their parent’s absence, safe quality child care which nurtures the young child’s development;  early learning support and services from birth in the home, community and in centres;  publicly accessible information about ECD services and support and their proven importance for ensuring optimal early childhood development.

All rights reserved.2 Suggested approach to developing ECD component of BCMM strategy Framework - proposed Strategic Objectives Health care and nutrition: the prevention of disease and promotion of healthy development, the promotion of growth and prevention of growth failure and stunting through the promotion of exclusive breastfeeding, appropriate complementary feeding, responsive feeding and strengthened fortification and supplementation mechanisms. Social protection: To ensure that all children receive a free birth certificate within 30 days of birth and that all eligible children and their caregivers receive an appropriate social grant from the date on which the child becomes eligible. Parenting support: To strengthen parental knowledge and practice regarding children’s holistic development, strengthen social support Opportunities for learning: provide all children with the necessary foundations for early learning, socioemotional, and language development.
