UTPA 2012: A STRATEGIC PLAN FOR THE DIVISION OF INFORMATION TECHNOLOGY Approved by the Vice President for Information Technology January 4, The six UTPA goals addressed by this Outcome Directed Planning map are:  Provide students with a quality educational experience that enables them to complete their educational goals in a timely fashion.  Become an outstanding research institution, emphasizing collaborative partnerships and entrepreneurship.  Enhance UTPA’s engagement with the community to meet challenges and maximize opportunities.  Collaborate with P-12 schools to enlarge the pool of applicants who are personally prepared and academically qualified for higher education.  Infuse Inter-American and global perspectives throughout the University community.  Optimize institutional effectiveness and efficiency consistent with high quality organizational standards. Provide students with a quality educational experience that enables them to complete their educational goals in a timely fashion. (SLIDE 1)  Provide software site licenses for students.  Provide wireless in all UTPA buildings and surrounding grounds.  Provide computer-based training and short courses.  Pilot test off site student computing facilities.  Build common computer workspaces that facilitate collaborative workgroups.  Provide more self-service and attended support.  Facilitate student discounts for computers.  Provide student portal services.  Provide wireless handheld interfaces.  Provide Internet self- service based student information systems.  Provide lifetime , blogging, chats and their successors.  Provide Internet communication with faculty.  Provide e-portfolios. Deliver Internet services to students. Support technology in teaching.  Train faculty in use of smart classrooms and technology in pedagogy.  Develop a one-stop help desk for students and faculty.  Deliver and support courseware for Internet course delivery.  Provide computer labs with hardware/software needed by faculty.  Support distance learning via video.  Prepare new bandwidth intensive technologies in teaching. Provide students with a quality educational experience that enables them to complete their educational goals in a timely fashion. (SLIDE 2) Prioritize IT projects that affect student processes.  Enhance on-line degree audit.  Develop departmental liaisons – “ask your Bronc expert”.  Develop a step-by-step online tutorial to aid students from registration to graduation and all major processes in between.  Provide faculty and advisors with more timely information about student progress.  Provide retention office with timely information and adequate technology.  Engage students on many levels to determine wants and needs.  Prioritize projects that benefit students.  Consider student impact and optimizing student experiences in all projects.  Add acceptance testing by students to project development cycle.  Work with academic departments to determine their priorities for students. (SLIDE 1)  Collaborate with Academic Affairs Division to change entrenched processes related to research development.  Provide expert video services for researchers who need them for experiments and documentation of research results.  Provide cadre of developers and technical staff to assist researchers.  Create centralized liaison for researchers requesting IT resources. Provide adequate support staff to researchers through all phases of research projects. Achieve balance among compliance, achievement, and innovation.  Require a cost/benefit analysis.  Decide questions with broad input to avoid sub- optimizing.  Tolerate acceptable level of honest mistakes.  Prioritize based on University’s needs. (SLIDE 2) Provide infrastructure that will facilitate collaboration and growth among the research community.  Provide shared workspaces, website, and desktop video conferencing.  Provide videoconference connections to researchers who require collaborations with other institutions and agencies.  Implement showcase technology.  Provide faculty researchers with low cost access to a high performance computing cluster.  Ensure that UTPA has a local connection to the LEARN (Lone Star Education and Research Network) backbone.  Provide back-up systems designed and dedicated to the support of research efforts. Provide technology incentives to UTPA staff and faculty who conduct research.  Provide personal computing tailored to the needs of researchers. Develop working relationships with leading research entities.  Create workgroup within IT division which forms alliances with professional organizations and associations related to research activities. (SLIDE 1)  Promote Information Technology (IT) services.  Attend technology related events.  Include ITprojects on our own website.  Coordinate with External Affairs as a way to promote IT technologies.  Update the technologies experts list.  Position IT services in UTPA marketing materials – wireless, etc.  Tell prospective students about IT services.  Make technology available for marketing UTPA – streaming video, kiosks, CDs. Promote IT services to students to enhance UTPA’s image.  Provide wireless access in each UTPA building and on campus grounds.  Provide lifetime University to students.  Provide bandwidth to keep up with increased usage.  Provide residence halls with wireless Internet services.  Provide 24 hour public computing labs.  Increase helpdesk services to students.  Support services in dorms. Provide technology to promote publishing, collaboration, sharing.  Provide a Portal that enables secure collaboration with authenticated persons and controls access.  Host websites.  Provide file sharing.  Provide e-portfolios.  Provide web conferencing.  Provide instant messaging.  Provide blogging/online journals. Collaborate with P-12 schools to enlarge the pool of applicants who are personally prepared and academically qualified for higher education.  Continue expanding services for concurrent enrollment.  Support specialized technologies that are directed at P-12 programs such as observation systems and interactive response technologies.  Provide support services to recruitment departments which identify and make contact with P-12.  Provide IT support for UTPA departments which prepare students for and administer pre-entry exams.  Establish and maintain community based UTPA computing facilities which are readily accessible by high school students and their immediate families.  Reward technologically sophisticated students for choosing UTPA.  Develop a traveling technology show to tour through the school districts. Provide IT related endeavors involving and encouraging P-12 participation. Provide means of communication with prospective students.  Assist promotional departments in the production of video productions that highlight UTPA. (i.e., commercials and promo videos).  Provide accounts to prospective students to facilitate important communications.  Enhance web presence geared to P-12 students who are interested in UTPA. Infuse Inter-American and global perspectives throughout the University community.  Utilize skills of multilingual students to benefit UTPA while providing a broader learning experience for the student.  Engage the Modern Languages Department and other departments to assist.  Dedicate resources to infuse global perspectives.  Build relationships with other inter-American institutions.  Research and provide multilingual technologies.  Establish and promote a multilingual web presence.  Provide multilingual access to information on computer related needs and applications. Increase the cultural diversity of the Information Technology Division.  Utilize skills of multilingual students to benefit UTPA while providing a broader learning experience for the student employee.  Promote a program to employ foreign students in IT.  Collaborate with foreign university technology related issues like security or interconnectivity of telecommunication networks. Organize UTPA’s information and make it useful.  Develop data warehouse for UTPA.  Give all customers direct access to data via the Internet wherever possible.  Organize databases and make them consistent.  Ensure security of data.  Provide timely information for decision makers. Communicate effectively with customers to identify, measure and address customers’ needs and wants. Recruit, retain and develop talent.  Provide telecommuting opportunities.  Pay competitive salaries.  Request that the institution consider pursing in its legislative agenda making the Optional Retirement Plan (ORP) available to more employees for recruitment and incentive purposes.  Create both technical and managerial career paths.  Keep staff interested and challenged.  Cross-train employees.  Provide opportunities and incentives to pursue degrees.  Provide training and professional development.  Identify employees’ interests and match them to needs.  Encourage reasonable risk taking.
