Fire and Risk Management Support Services One Company – Many Solutions F&RS NATIONAL FRAMEWORK The 2007 Operational Assessment of Service Delivery (OASD) conducted using a CFOA/Communities and Local Government developed toolkit, provides a benchmark for all Fire & Rescue Authorities from which to move forward over the next three years. Whilst overall the assessment was generally positive there were some areas for improvement identified which were common to a number of authorities. One of the key learning points from the OASD process was that of “the currency and provision of risk information”. Project Background

Fire and Risk Management Support Services One Company – Many Solutions Information Life Cycle Information Management Gathering/Review Analysis PlanningTrainingUse R e c o r d / R e v i e w / D e s t r o y / S h a r e Gathering & reviewing information is a process directed towards managing risk to the relevant risk groups and improves the operational effectiveness of incident command by providing access to timely, accurate and relevant information. The information may be sought and gathered or reviewed directly by inspection or visiting sites, indirectly by collecting without inspection from occupiers or other agencies having some control or influence. Information may be supplied from external sources without the service proactively seeking information. Consideration needs to be given to standard methods for gathering / reviewing such information, and ensuring that relevant information, irrespective of its source and the reason that it was collected, is available to all appropriate users within the FRS. Analysing. The information gathered or reviewed will be analysed, and the conclusions from the analysis, will inform decisions made about how and when the information should be used, and how it should be supplemented with other information, such as GRAs, SoP’s etc. In addition following the analysis the information may be used for training or planning and may be shared with other emergency services or local authorities. Planning should occur at many levels, such as local premises site specific pre planning, generic risk and tactical plans, major incident plans, multi agency plans, integrated risk management plans. In addition the planning needs to take into account the plans and resources of other category 1 & 2 responders and other agencies. Training is necessary in the GRAs, SoPs, TiPs, incident plans and multi agency plans. It should not be overlooked that training will also be required in the system itself; how to contribute to and benefit from the operational information system. Use of the information system at before, during and after incidents is essential. Its use must be planned and must link to the incident command arrangements. Each step in the information process is subject to recording, review sharing and possibly destruction of the information if it was found to be out of date or incorrect - internally and externally, and an audit trail should be established and maintained.
