FROM GROUP CULTURE TO COMMUNITY CULTURE WHOSE DEGENERATION OFTEN CAUSES IDEOLOGIZATION AND FRAGMENTATION OF IDEAS AND ACTIONS WHERE THE MEMBERS’ RECIPROCAL INFLUENCE AND INTERDEPENDENCE EVOLVE IN TERMS OF ENRICHMENT AND MATURATION FOR THE ENTIRE COMMUNITY FIRST STEP TO THE ORGANIZED VOLUNTEERING

The Italian Republic recognizes the social value and function of Volunteering as an expression of participation, solidarity and pluralism, and promotes its development … Volunteering means those activities offered in a personal, spontaneous and free way, through the organization the volunteer is member of, totally non- profit (even indirectly), and only for solidarity purposes.

Volunteering organizations can take the legal form they consider most appropriate to the pursuit of their objectives, within the limits of compatibility with the solidarity purpose The Regions and Autonomous Provinces rule the establishment and the keeping of general ledgers of Volunteering organizations. The registration in the general ledgers is a prerequisite to access to government grants, to enter into agreements and to take advantage of tax breaks

The State, Regions, Autonomous Provinces, the local authorities and other public agencies may enter into agreements with Volunteering organizations registered for at least six months in the records... and whose aptitude and operational capabilities are proven
