What is a Growler? A growler is a securely- covered container, having a capacity of two gallons or less, supplied by the consumer

“Securely-covered” means the container is sealed by the licensee after filling the growler so that liquid cannot be removed without breaking the seal

Growlers may be filled with malt beverages, wine,* or cider *Potential federal law considerations

Growlers can only be filled by an individual with a valid Alcohol Service Permit

Growlers may not be pre-filled A growler may be provided by the consumer or purchased at the time it is filled

License types allowing growler sales Brewery-Public House Winery* Grower Sales Privilege* Off-Premises* (grocery, convenience store) Full On-Premises (restaurant, bar, tavern) Limited On-Premises (restaurant, bar, tavern- no distilled spirits sales) *Added in 2013 by HB 2443

Recent Law Changes In 2013, HB 2443 added additional license types that could sell growlers, including temporary sales licenses.

Growlers also allowed in liquor stores If a liquor store obtains an Off-Premises sales license, they can sell growlers

Getting your growler home Subject to Oregon open container laws Must be transported with a secure lid or cover in the trunk or out of reach in the back seat Growler may not be accessible to the driver These products are not endorsed by the OLCC
