NPSTC is a federation of organizations whose mission is to improve public safety communications and interoperability through collaborative leadership. 4 FCC Second Report and Order Adopted July 31, 2007 Frequencies are / MHz –5 Blocks (A, B, C, D and E) being auctioned D Block –Wideband Spectrum-re-designated for broadband use –PS Broadband Spectrum and the Narrowband spectrum is consolidated in a 12 MHz block at the top of the band –1MHz downward shift

NPSTC is a federation of organizations whose mission is to improve public safety communications and interoperability through collaborative leadership. 5 PSST Responsibility Jointly Develop a 700 MHz Relocation Plan with the D Block Bidder –30 days into the D Block/PSST network sharing agreement negotiations Administer the 700 MHz Relocation Process –Process should be completed by February 17, 2009

NPSTC is a federation of organizations whose mission is to improve public safety communications and interoperability through collaborative leadership. 6 Establishment of a Liaison Committee The NPSTC Governing Board has established the PSST Liaison Committee –The PSST has reciprocated, and established the PSST Liaison Committee as an Ad Hoc committee of the Trust –The PSST Liaison Committee is establishing the 700 MHz Relocation Working Group to work with the PSST and its Advisor in this process.

Outreach to RPCs and incumbents Help us determine challenges and resolutions 10

Current Activities to date Jointly developed an inventory of 700 MHz public safety systems and licensees. –Outreach to Regional Planning Committee chairs to obtain data –Outreach to State Licensees to obtain data –Verified information with FCC Data Findings based on Outreach –4 vendors have been identified Data Radio EF Johnson M/A-COM Motorola 11

Concept Develop Narrowband Channel Relocation agreements with the vendors rather than with each individual licensee –Will expedite the relocation process –Less burden on the licensees –Flexibility to accommodate individual licensee’s circumstances 12

Next Steps Continue outreach effort Continue data verification Begin discussions with the vendors using the information gathered and the FCC filings as a guideline Support the PSST’s development of Narrowband Channel Relocation Plan Continue communication between affected parties and the Trust during implementation 13
