HELLENIC REPUBLIC A. Greece in the OGP initiative

3 HELLENIC REPUBLIC Greece officially joined the OGP initiative in April, 2012 The OGP National Representative is the Minister (or Deputy/Alternate Minister) responsible for e-Gov and open data issues. In February 2012, a project management team was established to coordinate issues related to the participation of the country to OGP OGP Forum (CSOs, private sector) Until today, Greece has submitted 2 NAPs Greece in the OGP initiative

4 HELLENIC REPUBLIC In April 2012, Greece submitted to OGP the first NAP for Open Government for the period Result of online deliberation and relevant workshops 11 commitments: IRM review: 2 commitments: completely or substantially implemented 7 commitments: partially fulfilled Need to focus on commitments related to the principles of open government 1st National Action Plan ( ) Mainly aiming at the establishment of major ΙΤ systems (Enterprise Resource Planning (ERP) Human Resources Management System (HRMS), public procurement (E-procurement)) + specific commitments to open up data and enhance transparency (“DIAVGEIA PROJECT”)

5 HELLENIC REPUBLIC In June 2014, Greece submitted to OGP the 2nd NAP covering the period Including 19 commitments – 41 milestones Open Government Commitments: Boosting Public Participation (Institutional and technological upgrading of Transparency Program/ Public participation in decision making) Open Government Data: Integration of PSI Directive on the re-use of public sector information -Regulatory amendments for the management and provision of open data - Implementation of platform for central distribution of public open data - Provision of open geospatial data - Provision of open cultural data - Provision of open data for offshore companies - Open provision of Public Sector critical data sets Integrity and Accountability: Open invitations for filling posts in the public sector/Public administration organizational chart publication/Coordination and monitoring of Open Government policy/ Reorganization of inspectorate bodies and strategic alliance development against corruption Open Parliament Commitments 2nd National Action Plan ( ) IRM Review: Level of Completion: Completed: 1 (5%) Substantial: 3 ( 16 %) Limited: 10 (53%) Not started: 5 (26%) In the latest draft (IRM) Progress Report , the IRM researchers identify the Greek debt crisis as the reason behind the delay in non-debt- related domestic reforms, including OGP activities.

9 HELLENIC REPUBLIC C.1 Drafting the 3rd National Action Plan (NAP) Greek Action Plan March 2016 Establishing an inter-ministerial team with the object to manage the participation of the Country to OGP initiative, under the National Representative. March-April 2016Collaboration and deliberation meetings with representatives of various entities of the Greek public administration and the Civil Society to draft initial commitments to be included in the NAP May 2016 Publicity, Public consultation and cooperation workshops, ensuring a great level of participation of both governmental bodies and, mainly, civil society June 2016Finalization of NAP

10 HELLENIC REPUBLIC To draft and monitor the implementation of the NAP To ensure cooperation with entities bearing commitments under the NAP To cooperate and manage consultation with Civil Society To cooperate with the National OGP representative To represent Greece to OGP actions and initiatives, serving as the official contact persons C.1.1 Establishment of inter-ministerial team In the latest draft (IRM) Progress Report , the IRM researchers recommend forming an independent inter-ministerial project management team to “own” individual commitments and to coordinate OGP implementation (p.5) A draft decision establishing the inter- ministerial team is under elaboration, assigning crucial responsibilities to its members:

12 HELLENIC REPUBLIC C.1.2 Consultation process First stage: Consultation with public sector entities (mainly ministries and selected independent authorities and entities) and the Civil Society Target: conclude to an initial set of specific, measurable, achievable, realistic and time-bound commitments, endorsed by specific public entities Second stage: Wide, open consultation and cooperation workshops Target: ensure a great level of participation of both governmental bodies and, mainly, civil society, so as to improve and co-create commitments Two-stage process + draft plans for peer review

15 HELLENIC REPUBLIC C.4 OGP Sub-national Actions OGP Sub-national Actions March-April 2016 Undertake all necessary actions to actively promote regional initiatives to join OGP sub-national pilot programmes ….An example is Western Macedonia Region, which demonstrates strong commitment to open government principles and values, by adopting specific actions through a concrete action plan covering the period The participation to OGP mechanism could further support its initiatives….
