Program of Measures Guidance’s for the 2 nd cycle Antton Keto Northern calotte water authority meeting 16 th -18 th, April 2013
●New activity started on Feb 2012 to update guidance's related to planning of measures and PoM ●New guidance to ○Agriculture ○Forestry ○Peat production ○UWWT and scattered settlements ○Protection of ground waters ○Restoration measures ●Also national focal points to important horizontal issues like climate and droughts, priority substances, assessment of benefits and exemptions Updating Program of Measures
●Expert teams prepared guidance ○Chairman's from MoE ○Other members from ELY-centers and SYKE ○Few members also from Ministry of Agriculture and Forestry Governance
●First drafts were prepared by the end of Sep 2012 ●Stakeholder consultation in January 2103 ●All the guidance should be ready by the end of April 2013 ●Discussions with other ministries in May 2013 ●Update the WFD data management system (measure library) until Autumn 2013 Timetable
●Those we didn’t have any guidance on 1st cycle ●Industry ○Only policy measures and estimation of costs ●Fisheries ○Other basic measures and policy measures ●Navigation ○Draft available, decided to integrate with marine guidance Guidance - others
●Only basic and supplementary measures, no more deviation to present and additional measures ●Stronger link between measures and pressure types ●Same method for calculation of costs as in 1st cycle ○Investment costs for planning period ○Maintaining costs per year ○Annual costs (includes one year share of investment cost with 5% interest) ●Efficiency estimation for every measure (4-scale) ●Impact assessment for every measure (4-scale) In general
●Climate change ○Climate change scenarios ○How to take into account in assessment of measures ○Common texts for RBD’s ●Hazardous substances ○Try to make sure that existing measures are good enough to waters where EQS overlaps exists ●Protected areas ○How to integrate objectives of protected areas with WFD objectives ●Assessment of benefits ○Talk later more detailed Horizontal issues
●Use of the exemptions ○Time extensions ○Try to avoid less stringent objectives ○How do you describe those water bodies which were planned to achieve good status 2015, but they probably will not…we will find this out 2018! ●New modifications to the physical characteristics, article 4.7 Horizontal issues
Teemu Ulvi, SYKE 9 Assessment of effectiveness on the 2nd planning cycle: Assessment matrix Measure Efficiency of a measure Assessment scale: Very efficient, efficient, moderately efficient, not efficient, no impact Feasibility Nutrient loading Organic loading Harmful substances Hydro- morphologi-cal pressures Risks on groundwater Buffer zones Efficient Not efficientNo impact Can be easily realised. Financial support mechanism available River restoration No impact EfficientNo impactCan be quite easily realised. May require an environmental permit. … Very close to one approach applied in the 1st planning round Should be applied to each watercourse separately
+ possibility to write justifications or further information for given the grades -1… to 2 … A very simple evaluation process among the Sector groups 10

3. The PoM benefit assessment ●All mitigation measures for (sub-) catchment area ●Vision: year 2027 ●With stakeholders (regional cooperation groups) or expert based Evaluation process is in three phases 1.Benefit factors and significance in the region 2.Sensibility of “benefit factors” to changes in water quality 3.Impacts of the PoM to each benefit factor
Benefit assessment - tool 13
Sensitivity index 14
Thank You! 15
●Almost all are supplementary measures ●Strong link between CAP reform and WFD guidance ○WFD guidance mainly consist of same measures as in national environment subsidy system for agriculture ○Also same unit costs, which are still partly open in CAP ○Suggestion for policy measures is quite similar as in 1st cycle Sectoral guidances - agriculture Taneli Duunari-Työntekijäinen, SYKE 16
●All are supplementary measures ●Partly water protection measures are related to actions in forestry ○In general more actions, more pollution ○Better to do water protection measures same time with forestry actions ●Partly individual measure which first objective is to support water protection ●Number of measures is ●Policy measures xxx Sectoral guidances - forestry Taneli Duunari-Työntekijäinen, SYKE 17
●All are other basic measures based on Finnish legislation ●New guidance, wasn’t available at 1st cycle ●Number of measure type is ●Policy measures Sectoral guidances – peat production Taneli Duunari-Työntekijäinen, SYKE 18
●Basic measures of UWWT ●Other basic measures of scattered settlements ●Supplementary measures ○Education and neuvonta services Sectoral guidances – UWWT and scattered settlements Taneli Duunari-Työntekijäinen, SYKE 19
Sectoral guidances – measures to protect groundwaters
●Other basic measures ○Fish stocking and other measures based on obligations of water act (mainly waterlevel regulation permits) ●Supplementary measures ●Four phases of measure ○Survey, planning, execution, maintaing ○Cost deviation ●Policy measures Sectoral guidances – restoration measures and hydromorphological measures Taneli Duunari-Työntekijäinen, SYKE 21
