Satan’s 1 st Speech Q: Why is Satan “secure” in his choice, to “reign in Hell” rather than “serve in Heavn’”? A: Satan’s ambition to rule has placed him in the only location possible – in Hell. He is “secure” because of Hell’s location, far away from Heaven. He believes (wrongly) that he can plan in secret.

God’s Speech in Book III CONTEXT: God, sits in Heaven, with the “Son” as yet unnamed (Jesus is never named because he has not been born to a woman).
