Use of Technology to Support Pro Bono: The Pro Bono Work Bench & Tools EJC 2010 Mike Monahan State Bar of Georgia Pro Bono Project

Pro Bono 2.0 The Pro Bono Landscape in Rural Georgia Location, location, location. Where are the legal needs? Where are the lawyers? Where are others who can help? Where do you all meet? Where do you find the time?

The Pro Bono Landscape in Rural Georgia Read “The Challenge of pro bono in rural areas”The Challenge of pro bono in rural areas “Our bar association meets once a year for a Christmas party.”

Georgia Lawyer Demographics 28,204Active, In-state Lawyers - 19,484 Active Lawyers in 5-County Metro Atlanta (Clayton, Cobb, Dekalb, Fulton, Gwinnett) = 8,720 Active Lawyers in the remaining 154 Counties of Georgia % Active Lawyers in the 5-County Metro Atlanta = 69%, with these 5 counties having 28% of the state’s Poverty Population % Active Lawyers in the Remaining 154 Counties = 31%, with these 154 counties having 72% of the state’s Poverty Population [State Bar of Georgia Membership Data, March 2010]

Georgia Lawyer Demographics Counties in Georgia with NO LAWYER = 6 (Baker, Clay, Chattahoochee, Echols, Glascock and Webster) Counties in Georgia with LAWYERS = 29 Counties in Georgia with between 6 and 10 LAWYERS = 28.

Georgia Legal Needs Study Low income households in Georgia experience over 2.3 million legal problems in a year Only 9.1% were able to obtain some form of help from an attorney. While over 2/3 of households participating in the survey reported that they had access to the Internet, over 94% of all households reported that they have not used it to access online resources and legal forms.

In Sum… Too many people with legal problems Too few lawyers to help Legal aid overburdened, underfunded Too much unsupported pro se Unhappy judges Unhappy public … Do lawyers not see the gathering storm?

The “Comfy” Sofa

The “Comfy Sofa” TRANSLATION It’s ugly. It’s worn out. It needs to be replaced. I’ll live with it until …

Saving you from the “comfy” sofa!

The Role of Technology

First, What is Pro Bono Support? Supply potential volunteer attorneys and other advocacy partners with information about the legal needs of the poor in Georgia Provide training and support to pro bono coordinators and other PAI staff members Develop mechanisms to connect volunteers and partners with low-income Georgians with legal needs Develop and maintain volunteer training and other supports Catalog the knowledge of program staff Capture and share that knowledge with potential volunteers and partners.

Technology and Pro Bono Support Where are the legal needs? Where are the lawyers? Where are others who can help? Where do you all meet? Where do you find the time? Use tech to highlight legal needs Use tech to find lawyers and to engage them Use tech to thread partners together Use tech to meet Use tech to reduce repetition, travel, data gathering

Work Bench + Tools

Work Bench – The Georgia Online Justice Community Statewide Library, Calendar, News, Listservs Multiple stakeholders 20+ trained administrators Central support center Special Projects (Ex. Disaster Legal Assistance)

The Work Bench

Huh? You post resources for your volunteers Use Tools to point them to your resources You wouldn’t know unless I told you, right? So, I tell, I explain, I remind, I reinforce and … I listen … – Teasers, Full stories, How-to, Training, News, Pointing (usually rude, but not so much here), Matchmaking, Opportunitizing (I made that up)

1212 My landlord is not making repairs as he should. What can I do? 1313 When can a landlord remove a tenant? 1414 How does a landlord remove a tenant in a dispossessory action? 1515 There’s nothing to settle; I just want a divorce. Why do I need a settlement agreement in an uncontested divorce? 1616 I already have an order for child support. Do I still need to fill out the financial affidavit and the child support worksheets? 1717 How long does it take to get a divorce? 1818 I have not seen my spouse for years and I do not know where my spouse is. How do I get a divorce?

Results – Increased volunteer pledges – Increase in news articles – More library downloads – More calls from clients (I found you on …) – Increased Bar envy
