Alternative Proposal SCR786 Retail Market Test Environment September 2015

SCR786 Background SCR786 instructs ERCOT to create a separate test environment that would be available for Market Participants to use for testing their own system changes prior to going live – a sandbox environment for the Market. Initial work on this SCR is proving the effort to be quite expensive. ERCOT began looking at ways we could use the current CERT environment to meet the needs of the Market for less money. August 2015

Alternative - In Scope Items The following items from the original SCR are in scope for the alternative - –Improved overall testing capabilities for all retail business processes by increasing capacity of CERT. –Improved transaction processing time through the reduction/elimination of manual intervention –Elimination of blackout structure –Elimination of SIM date –Purging data only on agreed upon schedule –Availability for sandbox testing during normal business hours – Monday through Friday, 8:00 am to 5:00 pm September 2015

Alternative - In Scope Items (continued) The following items from the original SCR are in scope for the alternative - –Ability to Test the Following Functionalities: Transaction processing of edi files Transaction processing of non-edi files, such as CBCI and Demand Response MarkeTrak GUI and API testing, including performance testing of API Browser Compatibility September 2015

Alternative – Out of Scope Items Brand new environment separate from the current CERT environment ERCOT simulating TDSP/CR transactions Ability to handle Prod like volumes from all MPs at the same time Turnaround times that match protocol specifications when large volumes are submitted September 2015

Assumptions No more than 3 large MPs doing volume testing at the same time. Processing times with large volumes may not meet ERCOT Protocols – i.e. Performance Measures Criteria. Prod-like aggregation of.edi transactions, for example 1 file of 3,000 transactions, not 3,000 files with 1 transaction each. Test Bed ESIIDs will be used only for Flight testing and not included in Sandbox testing. Routine code releases will be migrated to CERT environment at the same time as Prod. Extensive code releases will be migrated to CERT before/after Prod migration. ERCOT to provide 7 days notice prior to outage. Only file level validations, not business validations, will be available for non-EDI files, such as Demand Response, ALRIS, and LSE. Retail Operations support for environment available by request. September 2015

Quantitative Benefits The following quantitative benefits were included in the original SCR. ERCOT believes that the alternative approach would still provide these benefits. –Reduce or eliminate risk to the market by providing a robust testing environment accessible for Market Participants to test internal projects with ERCOT prior to going live in production. –Reduce testing duration by 80% due to increased stability of environment. –Reduce unexpected cost of issues that are identified post implementation. –Reduce Market Participant testing hours by 8 man hours per Market Participant per market project. September 2015

Next Steps ERCOT to complete IA for original SCR. ERCOT to complete IA for alternative. Present to RMS at October 6 th meeting. Present to PRS at October 15 th meeting. September 2015
