Settlement System Data Aggregation Interval Frequency: 4 / hour Additional Comments: The RTVAR should accurately reflect each unit’s MVarh quantity. It is unclear how these amounts should be measured and provided to Settlements. Additional information is required in order for this bill determinant to be developed. Further examination is necessary to vet out all of the possible issues and to determine the best methodology for calculating the RTVAR for each unit. VSSVARIOLMVarVoltage Support Service var Instructed Output Level per QSE per Generation Resource—The instructed Reactive Power output level of Generation Resource R represented by QSE Q, lagging Reactive Power if positive and leading Reactive Power if negative, for the 15-minute Settlement Interval. MMS Interval Frequency: 4 / hour Additional Comments: This Bill Determinant may be positive or negative. It is unclear how the instructions given out by Operations will be converted into “VSSVARIOL’s”. Additional information is required in order for this bill determinant to be developed. This document assumes these instructions will be generated and passed to Settlements. Voltage Support Issues Part I Settlements will settle based upon RTVAR and VSSVARIOL values as propagated by the Original Source System, and will not be in a position to further validate or verify the accuracy or correctness of any of the values.

All rights reserved. 7 Voltage Support Issues Part II ERCOT suggests that an NPRR be written to change the RTAIEC bill determinant to a RTVSSAIEC bill determinant in the Voltage Support Energy Payment formula. This change will help mitigate confusion between the expected calculation process for the RTAIEC bill determinant used in this calculation versus the RTAIEC bill determinant used in RUC. Specifically, the RTAIEC used in RUC requires price capping and the RTAIEC used in Voltage Support is not subject to price caps. As such, the simplest method to remedy the discrepancy is to use a different bill determinant name. ERCOT suggests changing the name of the RTAIEC bill determinant, used in the VSSEAMT calculation portion of the Nodal Protocols, to RTVSSAIEC, in an effort to reduce confusion between this RTAIEC and the RTAIEC used in RUC. The RTAIEC used in RUC is subject to price caps, and the RTAIEC calculation used in Voltage Support is not subject to price caps – thereby inferring a different calculation process. All rights reserved. 8 Voltage Support Issues Part III ERCOT suggests that a NPRR be written to add the formula, indicated above, to provide further clarification in terms of what is expected for the RTICHSL calculation. Additionally, this definition will ensure that the correct weighted average price is used for the incremental quantity from the LSL to HSL. Requirement IDFR16 Source Mapping (Protocol/NERC/FERC and other binding documents Ref #) PR (2)(b) Traceability to Sub-Process MapsCSWM.P03SettleBillTransfer Description Please note that the RTICHSL is not currently formulaicly defined in the protocols. ERCOT suggests adding the calculation process, as defined below, for the RTICHSL bill determinant, used in the VSSEAMT calculation portion, to the Nodal Protocols.
