Second Street Closure for Construction of B21 1/16/16 – 1/31/16

Why is an open trench required? The majority of the utilities can be bored underneath Second Street with the exception of the chilled water piping. The chilled water piping is pre-insulated from the factory for direct bury and pulling through a bore would damage the pre- installed PVC sleeve and insulation which could result in corrosion of the pipe and pre-mature failure of the piping underneath Second Street. Since a road closure could not be avoided it was decided to provide a separate trench for the other utilities and work concurrently. This also allows the contractor to hydro- excavate to reduce risk of hitting existing utilities
Why wasn’t this done during the Holidays? The original plan was to perform the road closure over the holidays but despite our best efforts the pre-insulated piping was unable to be procured to arrive in time for a holiday road closure In addition, the section of chilled water pipe spanning Second Street will need to be fully welded and tested prior to the road closure to minimize the time period
Timeline for Closure The current timeline is as follows: 1/16/16 (Sat night) – Install traffic control barricades 1/17/16 through 1/31/16 – Perform work NLT 1/31/16 (night) – Remove traffic control barricades and reopen Second street (schedule contains some contingency for bad weather)

Communications Planning meetings with EOC, Security and PAO This meeting with FM’s in surrounding buildings Numerous JSC Today article’s LED signs at gate entrances with closure notification Information posted on JSCSOS.com with updates as the work progresses Coordination with Space Center Houston for tram tours LED marquees will be posted North and South of the closure to inform driver’s of closure ahead to encourage drivers to take an alternate path (see traffic plan)
Suggestions to Improve Traffic Flow Folks should avoid the road closure area if possible to reduce traffic flow through the detour Utilize Gates 3 and 4 if you are trying to go North of the road closure to buildings such as Building 20 Expect delays so plan accordingly
