3/18/2009 Council Budget Work Session Statutorily Required Under State Code § , all localities are required to impose a license tax on the ownership of dogs within its jurisdiction. Localities are also afforded the option of imposing such licenses on cats. The law also allows for a differential rate for spayed or neutered animals. Minimum fee of $1 Maximum fee of $10. Maximum rate of $50 for kennels or catteries.

3/18/2009 Council Budget Work Session Current Hampton Fees $4 fee of spayed or neutered dogs/cats $10 fee for non-spayed or neutered dogs/cats $50 kennels/catteries The cost of administering and enforcing the fee far outweighs the revenue generated from it. However, we cannot rescind the fee under law. Further, the license supports our efforts to return lost animals to their owners. Recommend an increase in fees Hampton’s current rates are lower than many urban localities

3/18/2009 Council Budget Work Session Proposed Fees Increase to $7 for spayed/neutered animals Maintain $10 for non-spayed/neutered animals Would generate approximately $13K of additional revenue ~ for a total of $55K per year Still far short of the costs associated with animal licensing, enforcement and control; however, it is the maximum permitted under current State code.

3/18/2009 Council Budget Work Session Impact on the School System Any loss of funds is challenging for an entity; however, the School System has indicated an understanding that this formula amount is appropriate given the declining revenue Their larger issue is the state cut as represented by the Governor’s budget A total of $12.7 million comprised of enrollment loss and actual state budget cuts

3/18/2009 Council Budget Work Session Impact on the School System The Superintendent's budget will be released publicly on March 11 th We have been involved in the development of that budget through our partnership in each others’ budget committees Although we cannot share particulars of their budget before it is released, it is important to note the following: The budget will honor the local funding formula There will be pain associated with this budget but it has been managed with great care in protecting classroom instruction
